SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 5, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, October 5, 2020. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Director of EDA, Ryan Garcia City Planner, Michael Healy 5) Presentations  Dan Niederkorn, Member of the South St. Paul Lions Club presented a check to Blades N Motion and the Doug Woog Arena for the purchase of skates. 6) Citizens’ Comments  There were no citizen comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Forester Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of September 8, 2020 B. Resolution No. 2020-137, approving accounts payable C. Resolution No. 2020-135, electing to participate in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act City Council Minutes of October 5, 2020 1 D. City Council meeting minutes of September 21, 2020 E. Resolution No, 2020-139, Electing to not waive statutory tort limits for liability insurance F. Accept letter of resignation from Geno Mazzali, Recreation Supervisor with the City of South St. Paul effective October 9, 2020 G. Business licenses H. Accept letter of resignation from Mike Wallace, Public Works Parks Lead Worker effective October 23, 2020 I. Resolution No. 2020-136, approving amendment Number 1 to the contract between the City of South St. Paul and the State of Minnesota for preliminary and final design, SP 1912-29 Concord Street (TH 156) improvements MnDOT Agreement No. 1032727 J. Resolution No. 2020-140, accept donations from the South St. Paul Lions Club in the amount of $3,000 for skates to be used at the Doug Woog Arena. Motion carried 7 ayes/0 nays 10A) CARES Act Expenditure Plan Moved by Forester/Hansen MOVED: To approve the CARES Act expenditure plan for the $1,572,954.00 in funding received through the program. Motion carried 7 ayes/0 nays 10B) Special Event License Request by Stockyards Tavern & Chophouse Moved by Flatley/Hansen MOVED: To approve the Special Event License for Stockyards Tavern & Chophouse located at 456 South Concord Exchange for Saturday, October 10th and Sunday, October 11th from 2:00 p.m. to 6:00 p.m. subject to the speakers being directed to the east. Motion carried 7 ayes/0 nays City Council Minutes of October 5, 2020 2 10C) Resolution Extending Emergency Declaration Moved by Seaberg/Kaliszewski MOVED: To adopt Resolution No. 2020-138, Declaration and Resolution extending Declaration of Local Emergency.
