SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 19, 2020 Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on Monday, October 19, 2020. ROLL CALL: Present: Mayor Francis Councilmembers Dewey, Flatley, Forester, Hansen, Kaliszewski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Kori Land City Clerk, Christy Wilcox Director of EDA, Ryan Garcia City Planner, Michael Healy Monika Mann, Economic Development & Planning 5) Presentations • There were no presentations. 6) Citizens’ Comments • There were no citizen comments. 7) Agenda Moved by Seaberg/Flatley MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Forester/Kaliszewski Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of October 5, 2020 B. Resolution No. 2020-145, approving accounts payable C. Business Licenses D. Approve increase in compensation for Shannon Young, Recreation Supervisor for increased job duties and department leadership City Council Minutes of October 19, 2020 1 E. Approve installation of Needlepoint Bipolar Ionization systems at City Hall, including the Police, Fire areas and Public Works building F. Resolution No. 2020-146, approving land lease at Fleming Field with Karen C. Clark for 209 Alpha Lane G. Resolution No. 2020-147, authorize submission of an application for the tax base revitalization account for the redevelopment of 633 Concord Street South H. Approve the hiring of Branick Jenkins as General Facility Maintenance (PT) at the Doug Woog Ice Arena for the City of South St. Paul I. Approve reimbursement agreement with Sprint for relocation of their facilities for construction of Concord Street storm sewer pending final approval by the City Attorney J. Resolution No. 2020-148, extending the temporary waiver of City Code Permit and Zoning requirements to promote business activities during the COVID-19 Health Pandemic Motion carried 7 ayes/0 nays 10A) 2040 Comprehensive Plan, Comprehensive Sewer Plan, and Mississippi River Critical Corridor Area Plan Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2020-143, adopting the 2040 South St. Paul Comprehensive Plan Update, the Mississippi River Critical Corridor Area Plan, and the Comprehensive Sewer Plan, a Compilation of Policy Statements, Goals, Standards, and Maps for guiding the overall development and redevelopment of South St. Paul. Motion carried 7 ayes/0 nays 10B) Rear Yard Setback Variance for a Deck at 110 3rd Street South Moved by Hansen/Flatley MOVED: To adopt Resolution No. 2020-142, approving a Variance to allow a deck to be constructed 0-feet from the rear property line at 110 3rd Street South. Motion carried 7 ayes/0 nays City Council Minutes of October 19, 2020 2 10C) Alter Logistic’s Comprehensive Plan Amendment Rezoning Request Councilmember Hansen introduced the following proposed ordinance for its firs reading: AN ORDINANCE REZONING THE PORTION OF ALTER LOGISTICS’ PARCEL (PID #36-03900-10-011) THAT LIES BENEATH THE EXISTING SPUR RAILROAD TRACKS AND TO THE WEST OF SAID TRACKS AS I-1 LIGHT INDUSTRIAL. Moved by Hansen/Seaberg MOVED: To adopt Resolution No. 2020-144, denying the Comprehensive plan Amendment and Rezoning of the eastern portion of Alter Logistics’ parcel with PID #36- 03900-10-011. Motion carried 7 ayes/0 nays 10D) SolSmart Letter of Intention and Enrollment Moved by Flatley/Dewey MOVED: To adopt Resolution No. 2020-141, approving the City of South St. Paul’s letter of intention for enrollment in the SolSmart Program. Motion carried 7 ayes/0 nays 10E) First Reading – Eliminating Cap on Number of Chicken Licenses Councilmember Flatley introduced the following ordinance for its first reading: AN ORDINANCE AMENDING CHAPTER 15 OF THE SOUTH ST.
