SOUTH ST. PAUL CITY COUNCIL
MINUTES OF NOVEMBER 2, 2020
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Monday, November 2, 2020.
ROLL CALL:
Present: Mayor Francis
Councilmembers Dewey, Flatley, Forester, Hansen,
Kaliszewski and Seaberg
Absent: None

5) Presentations
The family of Walt Books thanked the Mayor, City Council, Fire Department and
the citizens of South St. Paul in honoring him.
Dan Anderson, of Troop 95 discussed the organization of a no contact Food
Drive. Collection will take place at several locations within the City. The goal is
to collect 2,500 pounds of food for Neighbor’s Inc.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of October 19, 2020
B. Resolution No. 2020-152, approving accounts payable

C. Business Licenses
D. Final payment to Veit & Company, Inc. in the amount of $10,571.25 for the
Kaposia Landing Phase 2 Improvements
E. Resolution No. 2020-150, approving a lot split of Parcel #36-80100-03-239
F. Resolution No. 2020-151, approving the conveyance of property to the South
St. Paul Economic Development Authority
G. Final payment to Douglas-Kerr Underground in the amount of $39,879.74 for
the 5th Avenue Improvements for a project decrease of $77,330.83 to the
original contract amount of $3,498,223.10, resulting in a final contact amount
of $3,420,892.27
H. Resolution No. 2020-153, approving a long-term ice rental Agreement with
the South St. Paul Youth Hockey Association
I. Resolution No. 2020-154, approving a long-term ice rental Agreement with
the Woodbury Area Hockey Club
J. Appoint Jerrod Fort as a probationary, entry level police officer effective on
or about November 30, 2020, at a starting monthly salary as outlined in the
current LELS contract, contingent upon P.O.S.T. license eligibility, successful
completion of a background investigation, physical examination and
psychological evaluation
K. Resolution No. 2020-155, approving a Pipeline Crossing Agreement between
the City of South St. Paul and Union Pacific Railroad Company for Concord
Street Improvements
L. Proposal for lighting replacement at 380 Airport Road at a post-rebate cost of
$4,506 installed

10A) Alter Logistics’ Rezoning Request for PID #36-03900-10-011
Moved by Seaberg/Forester
MOVED: To adopt Resolution No. 2020-149, approving the rezoning of the
portion of Alter Logistics’ Parcel (PID #36-03900-10-011) that lies beneath the existing
spur railroad tracks and to the west of said tracks as I-1 Light Industrial.

MOVED: To approve Ordinance No. 1367, rezoning the portion of Alter
Logistics’ Parcel (PID #36-03900-10-011) that lies beneath the existing spur railroad
tracks and to the west of said tracks as I-1 Light Industrial.

10B) Second Reading – Ordinance Amending to Number of Chicken Licenses

MOVED: To approve Ordinance No. 1366, amending Chapter 15 of the South St.
Paul City Code to eliminate the cap on the number of urban chicken licenses.

10C) Fill Vacancy on the Planning Commission
Moved by Hansen/Dewey
MOVED: To appoint John Ross as a member of the Planning Commission to fill
the vacancy for a term which will expire February 28, 2020.
