MINUTES OF DECEMBER 21, 2020
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Monday, December 21, 2020.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. Hire Trevor Greene as a Public Works Maintenance Worker-Park Division for
the City of South St. Paul, contingent on City Council approval and successful
completion of a background check and pre-employment work physical
B. Resolution No. 2020-174, approving accounts payable
C. Airport T-Hangar leases

D. Accept letter of resignation from Sharon More, Payroll Accounting Specialist
with the City of South St. Paul effective December 31, 2020
E. Accept letter of resignation from Katie Daggit, Police Support Specialist with

F. Hire Peter Harris as a probationary entry level police officer effective on or
about February 22, 2021, at a starting monthly salary as outlined in the current
LELS contract, contingent upon P.O.S.T. license eligibility, successful
completion of a background investigation, physical examination and
psychological evaluation
G. Hire Justin Kohls as the Assistant Finance Director for the City of South St.
Paul, contingent upon successful completion of a background check
H. Resolution No. 2020-183, related to Dakota County and the City of South St.
Paul for Community Services Coordinated Response Pilot
I. Approve Dakota County SHIP Worksite Wellness Grant
J. Resolution No. 2020-184, declaring certain property surplus (Police
Department)
K. Business Licenses
L. Resolution No. 2020-185, approving minor revisions to the Final Plat of
Harlow Addition
M. Resolution No. 2020-186, designating polling places for the 2021 elections
N. Agreement with SEH for Professional Services for Land Acquisition relating
to the Runway/Taxiway Reconstruction Project
O. Resolution No. 2020-189, applying for a Grant from the Minnesota Public
Facilities Authority
P. 2021 Teamster Local bargaining unit contract and authorize execution of
contract terms effective January 1, 2021
Q. 2021 Supervisory bargaining unit contact and authorize execution of contract
terms effective January 1, 2021
R. Amendments to the 2019-2021 Law Enforcement Labor Services Local 95
(LELS) bargaining unit contract and authorize execution of contract terms
effective January 1, 2021
S. 2021 Local 2535, AFSCME Council 5 bargaining unit contract and authorize
execution of contract terms effective January 1, 2021
T. 2021 COLA Adjustments for non-union staff members and authorize
execution of contract terms effective January 1, 2021
U. Performance recognition awards to seven Management employees as
recommended
V. Resolution No. 2020-190, relating to airport; approving land lease at Fleming
Field with Karen C. Clark
W. Performance pay for City Administrator

9A) Second Reading – Ordinance Vacating a Portion of Former Pitt Street
Moved by Hansen/Flatley
MOVED: To adopt Ordinance No. 1370, vacating a portion of former Pitt Street
located within the City of South St. Paul, Minnesota.

9B) Modification to the Redevelopment Plan for the Concord Street Redevelopment
Project Area and Approval of Tax Increment Financing Plan
The Mayor opened the public hearing as required under Minnesota Statutes 469.175,
Subd. 3.

MOVED: To adopt Resolution No. 2020-187, approving modification to the
Redevelopment Plan for the Concord Street Redevelopment Project area and a Tax
Increment Financing Plan for the Grand Avenue Gateway Tax Increment Financing
District.

10A) “The Yards” Multi-Family Residential Project Development Application

MOVED: To adopt Resolution No. 2020-191, approving a Preliminary Plat,
Conditional Use Permit for Planned Unit Development, and Site Plan for “The Yards”.

10B) Snow and Ice Management Policy Updates and Ordinance

MOVED: To adopt Ordinance No. 1372, amending Sections 54-4 and 58-101
regarding snow removal on City sidewalks and snow emergencies.

10C) Second Reading – Critical Water Usage Ordinance

MOVED: To adopt Ordinance No. 1371, regulating nonessential water usage
upon critical water deficiency as authorized by Minn. Stat. §103G.291.
