MINUTES OF JANUARY 19, 2021
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Tuesday, January 19, 2021.

C. Resolution No. 2021-9, approving the Community Waste Abatement 2021
Grant Agreement
D. Authorize the scheduled purchase of replacement computers and related
equipment

E. Resolution No. 2021-16, continue participating in the State of Minnesota’s
Performance Measurement Program
F. Resolution No. 2021-6, declaring certain City property surplus and approving
donation (Police Department)

Operations Plan for 2021
H. Approve the JPA with Dakota County for a cost contribution in the amount of
$15,000 for the library programming study
I. Business licenses
J. Approve purchase of playground structure and container surfacing from
Landscape Structures for a total amount of $288,027.97
K. Resolution No. 2021-10, rescinding, terminating, and releasing interests,
conditions, covenants, restrictions, and easements pertaining to real property
in the City of South St. Paul
L. Resolution No. 2021-11, rescinding, terminating, and releasing Resolution
No. 2020-150 and approving the property split for South St. Paul Parcel 36-
80100-03-239, Dakota County, Minnesota
M. Resolution No. 2021-12, relating to Airport; approve agreement with SEH for
professional services for land acquisition associated with the
Runway/Taxiway reconstruction project
N. Accept letter of resignation from Isabel Sanchez, Community Service Officer
with the City of South St. Paul effective January 30, 2021
O. Approve an agreement with AE2S for preparation of the City’s Risk and
Resiliency Assessment as required by America’s Drinking Water
Infrastructure Act of 2018 (AWAI)
P. Approve purchase of a TORO Z Master 7500 96t” Zero Turn Commercial
Riding Mowers from MTI Distributing, Inc. in the amount of $34,066.00
Q. Approve an agreement with WSB for preparation of the City’s Municipal
Separate Storm Sewer System (MS4) Part II Application for Reauthorization
R. Resolution No. 2021-15, rescinding, terminating, and releasing Resolution
No. 2020-151 and approving the transfer of real property from the City of
South St. Paul to the South St. Paul Economic Development Authority

10B) Appointments to Liaison Roles on Advisory Boards and Commissions

MOVED: To continue consideration of appointments to liaison roles on Advisory
Boards and Joint Power entities to the next regular meeting.

10C) Adopt Legislative Priorities and Resolutions
Moved by Seaberg/Hansen
MOVED: To adopt the following resolutions:
1. Resolution No. 2021-17, requesting an extension of the deadline for the expenditure
of $781,000 in State assistance for the Seidl’s Lake Lift Station Project
2. Resolution No. 2021-18, requesting $450,000 in State assistance to enable the
addition of dehumidification equipment with heating, ventilation & cooling
capabilities for Rink #1 at Doug Woog Arena
3. Resolution No. 2021-19, supporting additional funding for infiltration and inflow
remediation from sanitary sewer systems
4. Resolution No. 2021-20, requesting additional funding for urban reforestation efforts
associated with the impacts of the emerald ash borer and as well as the removal of
other invasive species

MOVED: To close the meeting at 8:57 p.m. pursuant to Minnesota Statutes
13D.05, Subd. 3(b) for a confidential attorney-client discussion regarding settlement
negotiations for Parcel 87 in the matter of City of South St. Paul v. Kassan Realty Co., et
al. (Concord Project).
