MINUTES OF FEBRUARY 16, 2021
Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on
Tuesday, February 16, 2021.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of February 1, 2021
B. Resolution No. 2021-29, approving accounts payable
C. Settlement agreement with Ben and Misty Coonce for their property at 338
13th Avenue North regarding sewer service line repair

D. Engineering services agreement with Kimley-Horn for Concord Exchange and
Grand Avenue Streetscape Improvements
E. Write-Offs of rental billings for the South St. Paul Youth Hockey Association
due to COVID-19 shutdowns in the amount of $13,130.00

G. Hire Brenda Oswald as an Accounting Specialist – Payroll for the City of
South St. Paul subject to successful completion of background check
H. Updated Woodbury Area Hockey Club (WAHC) ice rental agreement

10A) Butler Avenue Trail Study – Joint Powers Agreement

MOVED: To approve the Joint Powers Agreement with Dakota County and West
St. Paul for Butler Avenue (County Road 4) Trail Feasibility Study and Preliminary
Engineering.

10B) Final Plat for “The Yards” Addition

MOVED: To adopt Resolution No. 2021-30, approving the Final Plat of “The
Yards” Addition.

MOVED: To approve the Stormwater Management Facilities Agreement for
“The Yards” development and authorize execution of said agreement.

10C) Ordinance Allowing Temporary Asphalt Recycling
Councilmember Seaberg introduced the following proposed ordinance for its first
reading:
AN ORDINANCE ENACTING SOUTH ST. PAUL CITY CODE SECTION 118-205 TO
ALLOW TEMPORARY ASPHALT/CONCRETE RECYCLING OPERATIONS IN
SIUPPORT OF PUBLIC IMPROVEMENT PROJECTS

10D) Update and Discussion – Armour Gatehouse Structures
Ryan Garcia, Economic and Community Development Director gave a presentation on
the Armour Gates and provided four options for discussion. Those options include status
quo, relocate within the site, relocate elsewhere or demolition. Mr. Garcia asked that the
City Council come to a consensus about narrowing the four options to one or two.
Theresa Gallagher spoke in favor of keeping the Armour gates. After much discussion,
staff will continue further research with information brought back to a future City
Council meeting.
10E) Ordinance – Rezoning Properties Near Concord Street for 2040 Comprehensive
Plan
Mayor Francis introduced the following proposed ordinance for its first reading:
AN ORDINANCE AMENDMENT REZONING PROPERTIES NEAR CONCORD
STREET TO IMPLEMENT 2040 COMPREHENSIVE PLAN
10F) Ordinance – Amendment Regarding Trash Enclosures
Councilmember Hansen introduced the following proposed ordinance for its first reading:
AN ORDINANCE AMENDING DESIGN STANDARDS FOR TRASH ENCLOSURES
