SOUTH ST. PAUL CITY COUNCIL MINUTES OF APRIL 5, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on April 5, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Hansen, Kaliszewski, Podgorski, Seaberg Absent: Councilmember Dewey Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Engineer, Sue Polka City Planner, Michael Healy EDA Manager, Ryan Garcia 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations • Presentation of Flag Box by Terry Pieper from the South St. Paul VFW Post #295 • Presentation of check for the 55075 Food Drive from South St. Paul Lions Club • Open to Business – Natalie Mouilso 6) Citizens’ Comments • There were no citizen comments. 7) Agenda Moved by Seaberg/Bakken MOVED: To approve the agenda. Motion carried 6 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Bakken Resolved, that the South St. Paul City Council does hereby approve the following: City Council Minutes of April 5, 2021 1 A. City Council meeting minutes of March 15, 2021 B. Resolution No. 2021-51, approving accounts payable C. Resolution No. 2021-49, approving a Maintenance Agreement with the State of Minnesota Department of Transportation and West St. Paul – MNDot Contract No. 10495367 D. Accept letter of resignation from Police Officer Derek Kruse E. Accept letter of resignation from Police Officer Dennis Brom F. Business Licenses G. To make a conditional job offer to Mohamed Yussuf for a part time Community Service Officer position, effective on or after April 12, 2021, at the starting salary as outlined in the current AFSCME contract, contingent on the successful completion of a background investigation H. Resolution No. 2021-50, declaring certain City property surplus and approving sale I. Agreement between the City of South St. Paul and AE2S Communications for continued Communication Consulting Support Services J. Authorize the Police Department to purchase an Automated License Plate Reader (ALPR) using Minnesota Department of Commerce grant funding K. Resolution No. 2021-52, relating to airport; approve agreement with SEH for Professional Services for Taxiway Connector Design associated with the runway/taxiway reconstruction project L. Award Concord Street tree removal quote to Ivan’s Tree Service M. Approve the First Amendment to the Cooperative Agreement for construction of the Seidl’s Lake Pumping Station between the Cities of South St. Paul, West St. Paul, and Inver Grove Heights Motion carried 6 ayes/0 nays 9A) Public Hearing – First Reading of Ordinance Vacating a Parking Easement located at 351 15th Avenue North Councilmember Francis introduced the following proposed ordinance for its first reading: AN ORDINANCE VACATING A PARKING EASEMENT LOCATED ON 351 15TH AVENUE NORTH WITHIN THE CITY OF SOUTH ST. PAUL, MINNESOTA 10A) 2nd Reading – Swimming Pool Ordinance Amendment Moved by Kaliszewski/Hansen MOVED: To adopt Ordinance No. 1376, an ordinance repealing and replacing Section 118-225 and amending Sections 106-56 and 118-8 regarding swimming pools. Motion carried 6 ayes/0 nays City Council Minutes of April 5, 2021 2 10B) Consulting Engineering Services Agreement with Kimley-Horn for Malden Street Moved by Seaberg/Podgorski MOVED: To approve an Engineering Services Agreement with Kimley-Horn for Malden Street Trunk Outfall Study. Motion carried 6 ayes/0 nays 10C) Adopt 2021 Goals and Approve Goal Setting Report Moved by Seaberg/Bakken MOVED: To adopt the 2021 Council Goals and to approve the 2021 Goal Setting Report. Motion carried 6 ayes/0 nays 10D) Declaration and Resolution Extending Local Emergency Moved by Seaberg/Podgorski MOVED: To adopt Resolution No. 2021-53, declaration and resolution extending Declaration of Local Emergency. Motion carried 6 ayes/0 nays 10E) Approve a 30-Day Reduction in the “Opt-In” Notice Provision for Central Square Moved by Seaberg/Hansen MOVED: Motion to approve a 30-day reduction in the Opt-In Notice Provision of the Central Square Management Agreement between Special School District #6 and the City of South St. Paul from 90 to 60 calendar days. Motion carried 6 ayes/0 nays City Council Minutes of April 5, 2021 3 10F) Property Split and Lot Combination – “The Yards” Moved by Francis/Seaberg MOVED: To adopt Resolution No. 2021-54, approving the property splits for South St. Paul parcel identification numbers 36-72850-04-181, 36-72850-05-041 and 36- 72850-095-164, Dakota County, Minnesota. Motion carried 6 ayes/0 nays Moved by Francis/Bakken MOVED: To adopt Resolution No. 2021-55, approving the combination of real property located in South St. Paul, Dakota County, Minnesota.
