MINUTES OF APRIL 19, 2021
1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on April 5, 2021.

Resolved, that the South St. Paul City Council does hereby approve the following:

C. Resolution No. 2021-60, approving the plans and specifications for 2018-015,
Seidl’s Lake Lift Station and ordering advertisement for bids
D. Hire Mercedes Miklya as a Recreation Supervisor for the City of South St.
Paul contingent on successful completion of a background check
E. Business Licenses
F. Resolution No. 2021-61, relating to airport; approve grant offer for Airport
Coronavirus Relief between the City of South St. Paul and the Federal
Aviation Administration
G. Purchase of a Trackless MT7 sidewalk machine and attachments from
MacQueen Equipment in the amount of $201,453.00
H. Hiring of internal candidate Melissa Blair to the position of Assistant to Public
Workers Director and authorize recruitment to fill the position of Accounting
Specialist – Utility Billing
I. Approve the Parcel 87 settlement and authorize the Mayor and City Clerk to
execute the Stipulation of Settlement

10A) 2nd Reading – Ordinance Vacating a Parking Easement – 351 15th Avenue North

MOVED: To adopt Ordinance No. 1377, vacating a parking easement located on
351 15th Avenue North within the City of South St. Paul, Minnesota.

10B) 1st Reading – Ordinance Amendment to Clarify Eligibility Standards for PUD’s and
Clarify and Update Open Space and Lot Coverage Requirements
Councilmember Seaberg introduced the following ordinance for its first reading:
AN ORDINANCE AMENDING SOUTH ST. PAUL CITY CODE TO CLARIFY
ELIGIBILITY STANDARDS FOR PLANNED UNIT DEVELOPMENTS AND CLARIFY
AND UPDATE OPEN SPACE AND LOT COVERAGE REQUIREMENTS IN
RESIDENTIAL ZONING DISTRICTS

AN ORDINANCE VACATING A PORTION OF AN ALLEY WITHIN THE CITY OF
SOUTH ST. PAUL, MINNESOTA
10E) Termination of Central Square Management Agreement
Moved by Seaberg/Kaliszewski
MOVED: To notify Special School District #6 of the City’s intention to
terminate the Central Square Management Agreement and to turn over operations of
Central Square to Special School District #6 effective July 1, 2021.
