MINUTES OF JUNE 21, 2021
1) Acting Mayor Tom Seaberg called the regular meeting of the City Council to order at
7:00 p.m. on June 21, 2021.
2) ROLL CALL:

Absent: Mayor Francis
Councilmember Kaliszewski

• Joel Hanson gave an update to the repairs needed to the Splash Pool. No formal
action taken.

D. Appoint Emma Keding as a probationary entry level police officer effective

completion of a background investigation, physical examination, and
psychological evaluation
E. Resolution No. 2021-100, accepting the year ended December 31, 2020,
audited financial reports
F. Business Licenses
G. Approve bid from Northwest Asphalt for the 2021 Runway Reconstruction
Project at Fleming Field
H. Resolution No. 2021-104, relating to Airport; approval of agreement with
SEH for construction administration services for the Runway 16/34
Reconstruction Project
I. Hire Ann Mitchell as an Accounting Specialist – Utility Billing for the City of
South St. Paul subject to completion of a background check
J. Resolution No. 2021-105, relating to Airport; approving Right of First Refusal
at Fleming Field with William Lines

10B) Land Use Fee Schedule Update

MOVED: To adopt Ordinance No. 1381, amending Chapter 26 of the South St.
Paul City Code regarding Planning and Zoning application fees.
