SOUTH ST. PAUL CITY COUNCIL MINUTES OF JULY 20, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on July 20, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Podgorski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Michael Healy City Engineer, Sue Polka Economic Development Manager, Ryan Garcia 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations  Bill Messerich, Chief of Police introduced the newly appointment officers, Emily Danner, Melissa Gruenewald and Peter Harris  Lauri Flatley and Terry Piper gave a presentation on the Oak Hill Restoration – Restoring our Past to Preserve its Future. 6) Citizens’ Comments  There were no citizen comments 7) Agenda Moved by Seaberg/Dewey MOVED: To approve the agenda as amended. City Council meeting minutes of July 6, 2021 B. Resolution No. 2021-116, approving accounts payable C. Resolution No. 2021-117, concurring with the issuance of an application by the South Robert Street Business Association for a Charitable Gambling Premise Permit at Bugg’s Place D. Business Licenses E. Resolution No. 2021-111, accepting bids and approving cleaning services agreement with Advantage Structure Vallet F. Resolution No. 2021-112, approving Amendment No. 1 to the Roadway Jurisdiction Transfer Turnback Agreement between the City of South St. Paul, Minnesota Department of Transportation, and Dakota County for Concord Street Improvements G. Resolution No. 2021-115, approving Grant Agreement between MnDOT Aeronautics and the City of South St. Paul for the Hangar #5 Door Replacement at Fleming Field H. Lease agreement subject to minor modification by the City Attorney’s Office with Wipaire, Inc. for a month-to-month lease of the building at 380 Airport Road and authorize the Mayor and City Clerk to execute the agreement I. Agreement with AE2S for preparation of the City’s Emergency Response Plan as required by America’s Drinking Water Infrastructure Act of 2018 (AWAI) Motion carried 7 ayes/0 nays 10A) Professional Services Agreement with SEH, Inc. for Well #3 Moved by Dewe7/Podgorski MOVED: To approve a contract between the City of South St. Paul and Short Elliott Hendrickson, Inc. (SEH) for Professional Services including a feasibility study for blending or treating of the water from Well #3 and a radium reduction pilot study. Motion carried 7 ayes/0 nays 10B) Preliminary and Final Plat for “The Stockyards Tavern Addition” Moved by Hansen/Seaberg MOVED: To adopt Resolution No. 2021-113, approving a preliminary and final plat for The Stockyards Tavern Addition.
