SOUTH ST. PAUL CITY COUNCIL MINUTES OF SEPTEMBER 7, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on September 7, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey., Hansen, Kaliszewski, Podgorski, Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Amanda Johnson City Clerk, Christy Wilcox City Planner, Michael Healy City Engineer, Sue Polka 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations  In the presence of Christy Wilcox, City Clerk the Oath of Office was administered to Police Officer Emma Keding. 6) Citizens’ Comments  A resident spoke about the parking of commercial vehicles on residential streets. Referred to staff.  A resident discussed concerns regarding dogs barking and at-large cats. Referred to staff.  A resident talked about the parking situation in front of post office because due to the construction of the new building located across the street. 7) Agenda Moved by Seaberg/Kaliszewski MOVED: To approve the agenda. City Council meeting minutes of August 16, 2021 B. Resolution No. 2021-134, approving accounts payable C. Resolution No. 2021-122, approving a Variance from the 10’ spacing requirement between a building and a neighborhood dwelling and a side yard setback Variance at 537 8th Avenue South D. Business Licenses E. Resolution No. 2021-133, relating to Airport; approve grant agreement between the FAA and the City of South St. Paul for the Runway 16/34 Rehabilitation Project at Fleming Field F. Direct staff to prepare an ordinance amending the City Code to allow ducks on urban residential lots Motion carried 7 ayes/0 nays 10A) 2nd Reading – Ordinance Amending – Housing with Services with State Statute Moved by Bakken/Hansen MOVED: To adopt Ordinance No. 1383, an ordinance amending the Zoning Code’s Rules for Housing with Services Establishments to align with State Statute.
