SOUTH ST. PAUL CITY COUNCIL
MINUTES OF SEPTEMBER 20, 2021
1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on September 20, 2021.
2) ROLL CALL:

Absent: None

3) Christy Wilcox read the invocation.

5) Presentations
Dave Unmacht from the League of Minnesota Cities presented South Metro Fire
Department with the Cities of Excellence Award Presentation for the PAR 360
program
Nicole Scheiber presented the “Let’s Talk About It! Event to be held on
Thursday, October 7th at the South St. Paul Secondary School
Terry Pieper of the VFW Post #295 discussed the two events currently available
which include the Voice of Democracy Program and Patriot’s Pen
Steve Mankowski presented information on the “On The Road Again
Celebration” and highlighted the events that will be taking place on Saturday,
October 2nd
Joel Hansen, City Administrator addressed some of the concerns with the recent
mailing of utility bills.

Resolved, that the South St. Paul City Council does hereby approve the following:
A. City Council meeting minutes of September 7, 2021
B. Resolution No. 2021-141, approving accounts payable
C. Change Order No. 5 and Final Payment to George Kountoupes Painting Co.
for the Alice Court Water Tower Rehabilitation Project
D. Short-Term Interfund Loan to the 380 Airport Road Capital Projects Fund
E. Business Licenses
F. Resolution No. 2021-142, relating to airport; approving landlord lien waiver
with Dauntless Air
G. Resolution No. 2021-143, approving amendment to the fee schedule for Doug
Woog Arena
H. Authorize the Mayor and City Clerk to execute a purchase agreement with
Wipaire, Inc. for the City-owned building located at 380 Airport Road, subject
to minor modification by the City Attorney

8C) 2022 State Capital Bonding Requests

MOVED: To adopt the following resolutions:
1. Resolution No. 2021-107(revised) requesting $5.94 million in state assistance to
aid in funding the costs or rehabilitation/reconstruction to the City’s utilities to
improve system integrity, performance, and to ensure safe drinking water for the
community
2. Resolution No. 2021-141, requesting $11.0 million in state assistance to aid in the
construction of a new Public Works Facility

10A) Conditional Use Permit for Exterior Storage at Twin City Bagel

MOVED: To continue consideration of a Conditional Use Permit request for
exterior storage at Twin City Bagel to October 18, 2021.

10B) 2022 Property Tax Levies & Budget Considerations

MOVED: To adopt Resolution No. 2021-136, certifying the preliminary 2022
property tax levy to Dakota County and setting a date for a public hearing on the 2022 tax
supported budgets and property tax levy.

MOVED: To adopt Resolution No. 2021-137, approving a 2022 budget and
certifying the preliminary 2022 property tax levy adopted by the South St. Paul Economic
Development Authority (EDA).

MOVED: To adopt Resolution No. 2021-138, consenting to the preliminary 2022
HRA special property tax levy adopted by the South St. Paul Economic Development
Authority (EDA).

Councilmember Seaberg introduced the following proposed ordinance for its first
