SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 4, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on October 4, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Seaberg Absent: Councilmember Podgorski Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox Economic Development Manager, Ryan Garcia City Engineer, Sue Polka 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations There were no presentations 6) Citizens’ Comments  Mayor Francis received an email from Steve Mankowski who wanted to thank City staff for all their help with the “On the Road Event” this year. 7) Agenda Moved by Kaliszewski/Bakken MOVED: To approve the agenda. Motion carried 6 ayes /0 nays 8) Consent Agenda Moved by Seaberg/Kaliszewski Resolved, that the South St. Paul City Council does hereby approve the following: City Council Minutes of October 4, 2021 1  A. City Council meeting minutes of September 20, 2021 B. Resolution No. 2021-147, approving accounts payable C. Amend a grading and fill permit for construction of a new rail spur track into the Alter Logistics facility located at 801 Barge Channel Road in the City of St. Paul D. Business Licenses E. Authorize the Mayor and City Clerk to execute a Development Agreement with Linn Diversified Investments, LLC F. Resolution No. 2021-146, electing to not waive statutory tort limits for liability insurance G. Approve the hiring of Daniel Museus and Bradley Therres as Maintenance Workers – Streets Department in the Public Works for the City of South St. Paul, contingent on successful completion of a background investigation and work physical H. Resolution No. 20921-148, relating to airport; approve grant agreement between MNDot and the City of South St. Paul for the Runway 16/34 Rehabilitation Project at Fleming Field I.
