SOUTH ST. PAUL CITY COUNCIL MINUTES OF OCTOBER 18, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on October 18, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Podgorski Absent: Councilmember Kaliszewski and Seaberg Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Clerk, Christy Wilcox City Planner, Michael Healy Economic Development Manager, Ryan Garcia 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations There were no presentations 6) Citizens’ Comments No citizen comments 7) Agenda Moved by Hansen/Bakken MOVED: To approve the agenda. Motion carried 5 ayes /0 nays 8) Consent Agenda Moved by Dewey/Bakken Resolved, that the South St. Paul City Council does hereby approve the following: City Council Minutes of October 18, 2021 1 A. City Council meeting minutes of October 4, 2021 B. Resolution No. 2021-160, approving accounts payable C. Resolution No. 2021-149, declaring certain city property surplus and approving sale D. Resolution No. 2021-150, relating to airport; approving assignment of lease (257 Delta Lane) at the Fleming Field Airport E. Resolution No. 2021-155, declaring certain property surplus and authorize the sale of such property (A.R.E. Truck Topper) F. Resolution No. 2021-156, approving assignment of lease at the Fleming Field to HILOW, LLC G. Resolution No. 2021-157, approve Right of First Refusal at Fleming Field with John Beckstrand H. Business Licenses Motion carried 5 ayes/0 nays 9A) Setback Variances for Detached Garage at 552 8th Avenue South Moved by Hansen/Francis MOVED: To adopt Resolution No. 2021-151, approving setback Variances for a detached garage at 552 8th Avenue South. Motion carried 5 ayes/0 nays 9B) Site Plan Review and Variances for BC Engineering at 285 Hardman Avenue South Moved by Dewey/Podgorski MOVED: To adopt Resolution No. 2021-152, approving a Site Plan and Variances for a new building at 285 Hardman Avenue South. Motion carried 5 ayes/0 nays 10A) Conditional Use Permit for Exterior Storage at Twin City Bagel Moved by Bakken/Hansen MOVED: To adopt Resolution No. 2021-158, approving a Conditional Use Permit for exterior storage of semi-trailers at Twin City Bagels. Motion carried 5 ayes/0 nays City Council Minutes of October 18, 2021 2 10B) Sign Conditonal Use Permit and Variances for 255 Douglas Street West Moved by Hansen/Francis MOVED: To adopt Resolution No. 2021-153, approving a Conditional Use Permit and Variances for two wall signs at 255 Douglas Street West. Motion carried 5 ayes/0 nays 10C) Sign Variance for 104 5th Avenue South Moved by Bakken/Podgorski MOVED: To adopt Resolution No. 2021-154(A) approving a sign Variance to allow a larger awning sign at 104 5th Avenue South. Motion carried 5 ayes/0 nays 10D) First Reading – Ordinance Establishing the Mixed Markets and Makers District Councilmember Hansen introduced the following proposed ordinance for its first reading: AN ORDINANCE ESTABLISHING THE MIXED MARKETS AND MAKERS DISTRICT, ESTABLISHING SITE PLAN REVIEW PROCEDURES, AND AMENDING MISCELLANEOUS SECTIONS OF THE ZONING CODE TO ALIGN WITH THE GOALS OF THE NEW DISTRICT 10E) First Reading – Ordinance Amending the Sign Regulations AN ORDINANCE UPDATING THE SIGN ORDINANCE’S RULES FOR MONUMENT SIGNS AND WALLS SIGNS 10f) Comprehensive Plan Amendment – Density for Mixed-Use Development Moved by Podgorski/Bakken MOVED: To adopt Resolution No. 2021-159, approving an update to the 2040 Comprehensive Plan to increase the maximum density in the Grand/Exchange Mixed-Use Area to 75 units per acre and authorize the submittal to the Metropolitan Council for review. Motion carried 5 ayes/0 nays City Council Minutes of October 18, 2021 3 11) Mayor and Council Communication 12) Adjournment Moved by Hansen/Dewey MOVED: To close the meeting at 8:36 p.m. pursuant to Minnesota Statutes §13D.05, Subd 3(b) for a confidential attorney-client discussion regarding active litigation in the matter Sanimax USA, LLC v. City of South St. Paul.
