1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on October 18, 2021.

Permit and Variances for two wall signs at 255 Douglas Street West.

MOVED: To adopt Resolution No. 2021-154(A) approving a sign Variance to
allow a larger awning sign at 104 5th Avenue South.

10D) First Reading – Ordinance Establishing the Mixed Markets and Makers District
Councilmember Hansen introduced the following proposed ordinance for its first reading:
AN ORDINANCE ESTABLISHING THE MIXED MARKETS AND MAKERS DISTRICT,
ESTABLISHING SITE PLAN REVIEW PROCEDURES, AND AMENDING
MISCELLANEOUS SECTIONS OF THE ZONING CODE TO ALIGN WITH THE
GOALS OF THE NEW DISTRICT
10E) First Reading – Ordinance Amending the Sign Regulations
AN ORDINANCE UPDATING THE SIGN ORDINANCE’S RULES FOR MONUMENT
SIGNS AND WALLS SIGNS
10f) Comprehensive Plan Amendment – Density for Mixed-Use Development
Moved by Podgorski/Bakken
MOVED: To adopt Resolution No. 2021-159, approving an update to the 2040
Comprehensive Plan to increase the maximum density in the Grand/Exchange Mixed-Use
Area to 75 units per acre and authorize the submittal to the Metropolitan Council for
review.
