SOUTH ST. PAUL CITY COUNCIL MINUTES OF NOVEMBER 15, 2021 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on November 15, 2021. 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Podgorski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Planner, Michael Healy Economic Development Manager, Ryan Garcia City Engineer, Sue Polka City Finance Director, Clara Hilger 3) Joel Hanson read the invocation. 4) Pledge of Allegiance 5) Presentations Matt Carter, Executive Director of the Dakota County Historical Society gave a presentation regarding the Lawshe Museum Renovations. 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Dewey/Bakken MOVED: To approve the agenda. Motion carried 7 ayes /0 nays City Council Minutes of November 15, 2021 1 8) Consent Agenda Moved by Kaliszewski/Bakken Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of November 1, 2021 B. Resolution No. 2021-167, approving accounts payable C. Resolution No. 2021-168, certifying unpaid utility charges to the County Auditor D. Appoint Mayor James Francis and Airport Manager Andew Wall to continue their terms on the Downtown Airport Advisory Commission (2-year terms) E. Resolution No. 2021-166, approving the use of decorative metal siding on the tower element on the south façade of “The Backyards” apartment building F. Appoint Ellyn Thompson to fill a vacancy on the South St. Paul Public Library G. Woog Ice Advertising Agreement with Archer Exteriors for a period of three (3) years for on-ice logo with a term to expire August 31, 2024 H. Proposal by Classic Protective Coatings of Menomonie, Wisconsin to power wash and clean the exterior of the 19th Avenue water tower and the 9th Avenue reservoir in the amount of $26,500.00 I. Business Licenses J. Resolution No. 2021-170, relating to the airport; approving land lease agreement at Fleming Field with Wipline Real Estate, Inc. K. Adjustment of $826.32 to sanitary sewer charges for Snagg Properties located at 325 Armour Avenue L. Job description for Engineering Technician and authorize staff to begin the recruitment process to fill the position Motion carried 7 ayes/0 nays 8E) Agreement with Short Elliot Hendrickson for Odor Ordinance Technical Support Moved by Podgorski/Seaberg MOVED: To continue discussion on an agreement with SEH for odor technical support to the next City Council worksession. Motion failed 1 aye (Podgorski)/6 nays Moved by Bakken/Dewey MOVED: To adopt Resolution No. 2021-165, approving an agreement for consultant odor ordinance technical support with Short Elliot Hendrickson, Inc. Motion carried 6 ayes/1 nay (Podgorski) City Council Minutes of November 15, 2021 2 9A) Certifying Unpaid Charges to the County Auditor Moved by Seaberg/Hansen MOVED: To adopt Resolution No. 2021-169, certifying unpaid charges to the County Auditor. Motion carried 7 ayes/0 nays 10A) Sign Variance for Two Wall Signs at 340 Airport Road Moved by Hansen/Kaliszewski MOVED: To approve a Variance to allow more than 200 square feet of signage at an industrially zoned property. Motion carried 7 ayes/0 nays 10B) Planned Unit Development for a Holiday Station at 1214 Southview Boulevard Moved by Bakken/Seaberg MOVED: To adopt Resolution No. 2021-164, approving a Conditional Use Permit for a Planned Unit Development for a Holiday Station Store at 1214 Southview Boulevard. Motion carried 7 ayes/0 nays 10C) First Reading – An Ordinance Allowing Street and Alley Vacations by Resolution Councilmember Dewey introduced the following proposed ordinance for a first reading: AN ORDINANCE REVISING THE CITY CODE TO ALLOW STREET AND ALLEY VACATIONS BY RESOLUTION 10D) Purchase Agreement with Special School District #6 – Jefferson School Property Moved by Seaberg/Podgorski MOVED: To approve the purchase agreement for the former Jefferson School Site.
