SOUTH ST. PAUL CITY COUNCIL MINUTES OF FEBRUARY 22, 2022 1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m. on February 22, 2022 2) ROLL CALL: Present: Mayor Francis Councilmembers Bakken, Dewey, Hansen, Kaliszewski, Podgorski and Seaberg Absent: None Staff Present: City Administrator, Joel Hanson Attorney, Peter Mikhail City Engineer, Sue Polka City Planner, Michael Healy City Clerk, Christy Wilcox 3) Christy Wilcox read the invocation. 4) Pledge of Allegiance 5) Presentations There were no presentations. 6) Citizens’ Comments There were no citizen comments. 7) Agenda Moved by Kaliszewski/Seaberg MOVED: To approve the agenda. Motion carried 7 ayes /0 nays 8) Consent Agenda Moved by Kaliszewski/Dewey Resolved, that the South St. Paul City Council does hereby approve the following: A. City Council meeting minutes of January 24, 2022 City Council Minutes of February 22, 2022 1 B. Resolution No. 2022-28, approving accounts payable C. Appoint Jason Christiansen as a probationary entry level police officer effective on, or about March 14, 2022, at a starting monthly salary as outlined in the current LELS contract, contingent upon successful completion of a background investigation, physical examination, and psychological evaluation D. City Council meeting minutes of February 7, 2022 E. Purchase of new mobile (vehicle mounted) and portable (hand-held) 800 MHz radios for the Police Department under State Contract #119587 at a combined cost of $61,004.53 F. Resolution No. 2022-19, declaring property surplus and authorize the sale of such property (fitness equipment) G. Business licenses H. Resolution No. 2022-20, continue participation in the State of Minnesota’s performance measurement program I. Resolution No. 2022-21, approving an amendment to the 2022 Fee Schedule J. 2021 Planning Commission Annual Report K. Agreement with TKDA for design and construction administration for the 7th Avenue and 2nd Street Improvements L. Resolution No. 2022-22, approval of Minnesota Department of Natural Resources Federal Recreational Trail Program Grant Application submittal M. Resolution No. 2022-23, approval of Minnesota Department of Natural Resources Local Trail Connections Program Grant Application submittal N. Resolution No. 2022-26, approving agreements at Fleming Field with ARJ Properties, LLC for 1600 Henry Avenue O. Professional Services agreement with Inspectron and authorize the Mayor and City Clerk to execute said agreement P. Resolution No. 2022-24, approving land lease at Fleming Field with ARJ Properties, LLC for 1600 Henry Avenue Q. Resolution No. 2022-25, supporting housing and local decision-making authority by local elected officials Motion carried 7 ayes/0 nays 10A) Approve Plans and Authorize Bidding Process for City Hall Renovation Moved by Bakken/Podgorski MOVED: To authorize Wold Architects to conduct bidding process for City Hall renovation. Motion carried 7 ayes/0 nays City Council Minutes of February 22, 2022 2 10B) Boards and Commission Appointments Moved by Seaberg/Dewey MOVED: To concur with the following appointments:  Airport Tenants Association: Jeffrey Sheridan (3 year term)  Airport Neighborhood, IGH Resident: Stephen Reckinger (3 year term)  Airport Business Community: AJ Madison (3 year term)  Airport Neighborhood, SSP Resident: Chip Jansen (3 year term)  Library Board: Kevin Finander (3 year term)  Library Board: Jodan Gascoigne (1 year term)  Lower Mississippi Water Management Organization: Daniel Anderson (Alternate)  Park & Recreation Advisory Commission: Josh Regan (3 year term)  Planning Commission: James Hart (4 year term)  Police & Fire Civil Service: John Lagoo (3 year term) Motion carried 7 ayes/0 nays 10C) City Hall Fire Department Vestibule Site Plan Review Moved by Kaliszewski/Hansen MOVED: To adopt Resolution No. 2022-27, approving the site plan for the Fire Department vestibule addition at City Hall at 125 3rd Avenue North. Motion carried 7 ayes/0 nays 10D) First Reading – Sign Code Standards Councilmember Seaberg introduced the following proposed ordinance for its first reading: AN ORDINANCE UPDATING THE SIGN ORDINANCE RULES FOR RESIDENTIAL AND INSTITUIONAL 10E) Second Reading – Ordinance Fixing an Inconsistency in Home Occupation Ordinance Moved by Kaliszewski/Bakken MOVED: To adopt Ordinance No. 1389, an ordinance amendment fixing an inconsistency in the City’s Home Occupation Ordinance and authorize its publication.
