MINUTES OF MARCH 7, 2022
1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on March 7, 2022
2) ROLL CALL:

3) Christy Wilcox read the invocation.

5) Presentations
Zane from Boy Scout Troup 95 presented his Eagle Scout Project. Zane is
leading his troop in making four (4) flag retirement boxes to place around the
community. Once complete the boxes will be ready to be placed in a local
business for residents to retire flags for proper disposal by the VFW.
Terry Pieper of the VFW Post #295 presented South Metro Fire Chief Mark Juelfs
with the Public Servant Award Citation.
Terry Pieper of the VFW Post #295 presented the Voice of Democracy Award to
South St. Paul High School Student Luces Heiss.

F. Accepts results of compensation study and authorize implementation of study
through market rate adjustments

H. Resolution No. 2022-32, approving bargaining unit contract for calendar years
2022 and 2023 between the City of South St. Paul and Local 95, LELS
I. Resolution No. 2022-33, approving bargaining unit contract for calendar years
2022 and 2023 between the City of South St. Paul and Supervisory
Association
J. Approve wage adjustments for non-union staff members and authorize
execution of terms effective January 1, 2022
K. Approve appointment of Shannon Young as the Parks & Recreation Director
for the City of South St. Paul as well as a revised position description for Park
& Recreation Director
L. Resolution No. 2022-36, declaring property surplus and authorize the sale of
such property (Public Works Equipment)
M. Resolution No. 2022-37, approving State of Minnesota Joint Powers
Agreement with the City of South St. Paul on behalf of its Prosecuting
Attorney – Campbell Knutson, P.A.
N. Resolution No. 2022-38, accept donation from Twin City Hide, Inc. (Police
Department)
O. Resolution No. 2022-35, approving a Joint Powers Agreement for the Wetland
Health Evaluation Program between Dakota County and the City of South St.
Paul
P. Renewal for the Pipeline Crossing Agreement with Union Pacific Railroad
Company for the proposed storm sewer outfall to be constructed with the
Concord Street Improvement Project
Q. Resolution No. 2022-39, approval of Minnesota Department of Natural
Resources Local Trail Connections Program Grant Application submittal for
the Wakota Trailhead Project
R. Resolution No. 2022-41, approving bargaining unit contract for calendar year
2022 between the City of South St. Paul and Local 120, Teamsters

S. Authorize the creation of a new position entitled “Engineering Project
Coordinator and authorize taking the appropriate steps to fill the position
pursuant to Union contractual requirements

10A) 2nd Reading – Ordinance Amending Sign Code Standards

MOVED: To adopt Ordinance No. 1390, an ordinance updating the sign
ordinancs rules for residential and institutional use signage and clarifying the rules for
awnings.

10B) Interim Use Permit for a Temporary Building for South Metro Fire Department

MOVED: To adopt Resolution No. 2022-40, approving an Interim Use Permit for
a Temporary Fire Station Building at 400 Richmond Street East.

10C) Alley Reconstruction Project – Receive Feasibility Report and Call for Hearing

MOVED: To adopt Resolution No. 2022-34, receiving feasibility report and
calling for public hearing on 2022 Alley Reconstruction Project 2022-006.

10D) Accept Letter of Retirement from City Clerk/Licensing-Code Enforcement

MOVED: To accept letter of retirement from Christy Wilcox, City Clerk and
Licensing/Code Enforcement/Recycling Manager for the City of South St. Paul effective
April 27, 2022.

10E) Economic Development Authority Annual Report

10F) 1st Reading – Ordinance Updating the Landscaping Ordinance and Establishing
Landscaping Guarantee Requirements for Development Projects
Mayor Francis introduced the following proposed ordinance for its first reading:
