SOUTH ST. PAUL CITY COUNCIL
MINUTES OF APRIL 4, 2022
1) Mayor James Francis called the regular meeting of the City Council to order at 7:00 p.m.
on April 4, 2022
2) ROLL CALL:
Present: Mayor Francis
Councilmembers Dewey, Hansen, Kaliszewski, Podgorski
and Seaberg
Absent: Councilmember Bakken
Staff Present: City Administrator, Joel Hanson
Attorney, Peter Mikhail
City Engineer, Sue Polka
Director of EDA, Ryan Garcia

3) Christy Wilcox read the invocation.

5) Presentations
Zane Dronen gave an update on his Eagle Scout Project. Zane has now
completed his project in which he led his troop in making four (4) flag retirement
boxes that were placed around the community. These are for residents to retire
flags for proper disposal by the VFW.
Evan Hansen from Troop 95 invited all residents to participate in his Eagle Scout
project happening Saturday, April 9th for cleaning up the banks of the Mississippi
River.
Mayor Francis read the proclamation declaring April as Earth Month. Members
of the Nature of South St. Paul invited residents to the Earth Day Environmental
Expo event to be held on Sunday, April 24th at Clark-Grace United Church of
Christ.
6) Citizens’ Comments
Richard Yaeger discussed the condition of Marie Avenue and the number of large
potholes.
Sue Krey asked the city to consider moving or removing the porta-potty located
on 4th Street North at Vet’s Field

Resolved, that the South St. Paul City Council does hereby approve the following:

B. Resolution No. 2022-57, approving accounts payable
C. Business licenses
D. Resolution No. 2022-47, accepting a donation of $1,000 to the City of South
St. Paul from the Estate of Norma J. Mickelson
E. Resolution No. 2022-46, accepting funds for the Giant Easter Egg Hunt
F. Resolution No. 2022-48, declaring certain city property surplus and approve
sale (bicycles)
G. Resolution No. 2022-50, declaring certain property surplus and authorize the
sale of such property (John Deere Mower)
H. Resolution No. 2022-52, relating to airport; approving an agency agreement
with the State of Minnesota for Federal Assistance for Fleming Field Airport
I. Approve conditional job offer to Jeffrey Hines for the position of Assistant
Finance Director for the City of South St. Paul subject to successful
completion of a background investigation
J. Resolution No. 2022-53, relating to airport; approve amendment to grant
agreement between MnDOT Aeronautics and the City of South St. Paul for
the Hangar #5 door replacement project at Fleming Field
K. Resolution No. 2022-54, relating to airport; approving land lease at Fleming
Field with Red Hangar Group, LLC
L. Resolution No. 2022-55, declining a state appropriation
M. Resolution No. 2022-56, relating to airport; approving amendment of lease
(249 Delta Lane) at the Fleming Field airport
N. Resolution No. 2022-58, supporting an application to the Metropolitan
Council 2022 Regional Solicitation for the Bryant Street Pedestrian Bridge
Project
O. Resolution No. 2022-59, approval of 2022 Regional Solicitation Application
for a Safe Routes to School Grant for the Marie Avenue Project

1. Approval of quote from Peterson Companies for the installation of drain tile and
complete rehab of field 24 infield at Veterans Field in the amount of $49,093.00.
2. Agreement for Professional Services with SEH for the design of the water treatment
plant for Well #3 in the amount not to exceed $481.654.00.

9B) Public Hearing – Vacating a Public alley

MOVED: To adopt Resolution No. 2022-49, vacating a portion of an alley
generally located east of 13th Avenue South, west of 12th Avenue South and north of
Southview Boulevard within the City of South St. Paul, Minnesota, reserving the right
and authority of utilities and approving a new permanent right-of-way easement.
