PAUL CITY COUNCIL MINUTES OF NOVEMBER 7, 2022 1) Mayor Jimmy Francis called the regular meeting of the City Council to order at 7:00 PM. on November 7, 2022 2) ROLL CALL: Present: Council Members Bakken, Dewey, Hansen, Kaliszewski, Podgorski, Seaberg, and Mayor Francis Absent: None Staff Present: City Administrator, Ryan Garcia City Attorney, Peter Mikhail Director of Public Works/City Engineer, Sue Polka City Planner, Michael Healy City Clerk, Deanna Werner 3) Deanna Werner read the invocation. 4) Pledge of Allegiance 5) Presentations A. Improvement Hearing – Dawn Way Area Street Rehabilitation Moved by: Seaberg/Podgorski Moved: Approval of Resolution 2022-142, the Dawn Way Area Street Rehabilitation Project. Motion carried 7 ayes / 0 nays 10) General Business: A. Appointment of Council Member to replace Council Member Dewey as the Northern Dakota County Cable Commission Board Member. Moved By: Bakken/Hansen Moved: Appointment of Council Member Podgorski to serve as the interim Northern Dakota County Cable Commission Board Member. Motion carried 7 ayes / 0 nays B. 118 9th Street South Shed Variance Moved by: Kaliszewski/Podgorski Moved: Approval of Resolution 2022-150, approving variances to allow a shed in a drainage and utility easement at 118 9th Street South. Motion carried 7 ayes / 0 nays City Council Minutes of November 7, 2022 2 C. Water Treatment Plan Development Application Moved by: Bakken/Kaliszewski Moved: Approval of Resolution 2022-151, approving a preliminary plat, final plat, site plan and Conditional Use Permit for a Planned Unit Development for the proposed water treatment plant. Motion carried 7 ayes / 0 nays D. 2nd Reading – Land Use Application Fee Schedule Moved by: Hansen/Francis Moved: Approval of land use application fee schedule. Motion carried 7 ayes / 0 nays E. 1st Reading – An Ordinance Rezoning Land in the Emerson Emilia Place Subdivision. Council Member Bakken offered an Ordinance Rezoning Land in the Emerson Emilia Place Subdivision for a first reading. 11) Mayor and Council Communication Moved by: Seaberg/Bakken Moved: To adjourn meeting.
