SOUTH ST. PAUL CITY COUNCIL MINUTES OF APRIL 17, 2023 1. Mayor Jimmy Francis called the regular meeting of the City Council to order at 7:00 PM on April 17, 2023. 2. Adopt a Resolution of Local Support for LCDA Pre-Development Application for Panache Cidery E. Purchase of a Track Skid Loader from Ziegler Inc F. Declare Certain City Property Surplus and Approve Donation-Abandoned Bicycles G. Approve Permanent Utility Easement with Sprint Communications H. Adopt a Resolution Approving Municipal State Aid Street Designations and Revocations I. Conditional Employment Offer – Entry Level Police Officer J. Conditional Use Permit for On-Sale Liquor at 1515 5th Avenue South Moved by: Podgorski/Seaberg Moved: Approval of Resolution 2023-58 with the addition of Condition X requiring security cameras. Vote: 2 ayes / 4 nays, motion failed. Moved by: Kaliszewski/Bakken Moved: Approval of Resolution 2023-58, a conditional use permit as presented for on sale liquor license at 1515 5th Avenue South. Vote: 6 ayes / 0 nays, motion carried. B. Final Plat for Danner Family 2nd Addition Moved by: Seaberg/Kaliszewski Moved: Approval of Resolution 2023-59, final plat for Danner Family 2nd addition. Vote: 6 ayes / 0 nays, motion carried. C. First Award Construction Contract for the Wakota Scenic Trailhead Improvements Moved by: Seaberg/Podgorski Moved: Approval of Resolution 2023-56, Construction Bid for the Wakota Scenic Trailhead Improvement Project. Vote: 6 ayes / 0 nays, motion carried. D. Adopt 2023 Goals Moved by: Kaliszewski/Bakken Moved: Approval of the 2023 City Council Goals: 1. Revisit the City’s mission, vision, and values statements. 2. Complete the Master Plan for City Buildings and Facilities. 3. Prioritize public safety and police officer recruitment. 4.
