SOUTH ST. PAUL CITY COUNCIL 8-A MINUTES OF JULY 17, 2023 1. Mayor Jimmy Francis called the regular meeting of the City Council to order at 7:00 PM on July 17, 2023. 2. ROLL CALL: Present: Council Members, Bakken, Hansen, Kaliszewski, Seaberg, Thompson, Mayor Francis Absent: Podgorski Staff Present: City Administrator, Ryan Garcia City Attorney, Peter Mikhail Asst. Concord Street Improvements Project – Adopt Resolution 2023-099, Declaring Amount to Be Assessed and Adopt Resolution Setting Date of Assessment Hearing Moved: Adopt Resolution 2023-099, Declaring Amount to Be Assessed. Moved by: Seaberg/Hansen Vote: 6 ayes / 0 nays, motion carried. Moved: Adopt Resolution 2023-100, Setting the Date of Assessment Hearing for August 21, 2023. Moved by: Thompson/Bakken Vote: 6 ayes / 0 nays, motion carried. B. Conditional Use Permit for Luther Automotive Collision Center at 490 Villaume Avenue Moved: Approval of Resolution 2023-106 for a Conditional Use Permit for Luther Automotive Collision Center at 490 Villaume Avenue. Mayor and Council Communication 12. Closed Session: A. Closed session pursuant to Minnesota Statutes § 13D.05, Subd. 3(b), for a confidential attorney-client discussion regarding litigation for 404 Orchard Lane. B. Closed session pursuant to Minnesota Statutes § 13D.05, Subd. 3(a), for the annual performance evaluation of City Administrator Ryan Garcia. Moved by: Seaberg/Kaliszewski Moved: Close the meeting.
