1. Mayor Jimmy Francis called the regular meeting of the City Council to order at
7:00 PM on August 7, 2023.

within the City of South St. Paul.

B. Introducing for First Reading an Interim Ordinance Related to Cannabis Products and
Businesses – Public Places
First Reading of an ordinance related to Cannabis Products and Businesses –
Public Places was introduced by Council Member Seaberg.
C. City Council called for a Public Hearing to consider an application for a Temporary
On-Sale Intoxicating Liquor License made by the Gay Softball World Series, 501(c)3,
non-profit on Monday, August 21, 2023.

A. First Reading – Cannabis Use in Public (see 9-B)
First Reading of an ordinance to address Cannabis Use in Public was introduced
by Council Member Seaberg.
B. Bryant’s Ridge Development Application Resubmittal
Moved: Approval of Resolution 2023-118, authorizing a preliminary plat,
conditional use permits for a planned unit development, conditional use
permits, and site plans for Bryan’s Ridge with the addition of condition 40.

C. First Reading - Ordinance Proactively Rezoning Properties to Align with 2040
Comprehensive Plan
First Reading of an ordinance Proactively Rezoning Properties to Align with
2040 Comprehensive Plan was introduced by Council Member Podgorski.

D. First Reading - Mississippi River Critical Corridor Area Ordinance Update
First Reading of the Mississippi River Corridor Area Ordinance repeal and
replace was introduced by Council Member Bakken.
E. Second Reading – Ordinance # 1409, Amending City Code Related to Alcoholic
Beverages in City Parks
Moved: Approval of Ordinance #1409, amending the City Code related to
alcoholic beverages in city parks.

F. Approval of Resolution 2023-115 Authorizing the City of South St. Paul to Apply to
the Minnesota Public Facilities Authority for a Loan from the Clean Water
Fund/Revolving Fund.

to apply to the Minnesota Public Facilities Authority for a loan form the Clean
Water Fund/Revolving Fund.

the Economic Development Director.

attorney-client discussion regarding litigation for 404 Orchard Lane.
