SOUTH ST. PAUL CITY COUNCIL MINUTES OF AUGUST 21, 2023 1. Mayor Jimmy Francis called the regular meeting of the City Council to order at 7:00 PM on August 21, 2023. 2. ROLL CALL: Present: Council Members, Bakken, Kaliszewski, Podgorski, Seaberg, Thompson, Mayor Francis Absent: Council Member Hansen Staff Present: City Administrator, Ryan Garcia City Attorney, Amanda Johnson City Clerk, Deanna Werner City Engineer, Nick Guilliams City Planner, Michael Healy 3. Approval of Resolution 2023-133 Approve Termination of Lease with Both Wings, LLC at the Fleming Field Airport N. Adopt Resolution 2023-132- Lease Agreement with AL Services LLC, Moved by: Seaberg/Thompson Vote: 6 ayes / 0 nays, motion carried. 9. Public Hearing: A. Temporary Intoxicating Liquor License – Twin Cities Gay Softball World Series Moved: Approval Temporary Liquor License – Gay Softball World Series Moved by: Podgorski/Kaliszewski Vote: 6 ayes / 0 nays, motion carried. B. Assessment Hearing – Concord Street Improvements Moved: Approval of Resolution 2023-128, Concord Street Improvement Project Assessments. Moved by: Kaliszewski/Bakken Vote: 6 ayes / 0 nays, motion carried. 10. General Business: A. Conditional Use Permit for Quality Truck and Trailer Repair at 497 Farwell Avenue. Moved: Approval of Resolution 2023-124, a conditional use permit and site plan for Quality Truck and Trailer Repair at 497 Farwell Avenue. Moved by: Bakken/Kaliszewski Vote: 6 ayes / 0 nays, motion carried. B. First Reading - Ordinance Amendment rezoning 444 12th Avenue North to C-1 Retail Business District. First Reading of an ordinance rezoning 444 12th Avenue North to C-1 Retail Business District was introduced by Council Member Seaberg. C. First Reading – Ordinance Amendment Restructuring Regulations for Body Art Establishments First Reading of an ordinance amendment restructuring regulations for Body Art Establishments was introduced by Council Member Thompson. E. Second Reading – Ordinance #1411, updating the standards for the Mississippi River Critical Corridor Area Moved: Adoption of ordinance #1411, proactively rezoning properties to align with 2040 comprehensive plan. Moved by: Thompson/Podgorski Vote: 6 ayes / 0 nays, motion carried. F. Adopt Resolution 2023-129, Receive Feasibility Report and Schedule Public Improvement Hearing – 7th Ave South Reconstruction and I494 Watermain Improvements. Moved: Approval of Resolution 2023-129, receiving the feasibility report and schedule Public Improvement Hearing on September 18th, 2023, for the 7th Ave., Reconstruction, and I494 Watermain Improvements. Moved by: Bakken/Seaberg Vote: 6 ayes / 0 nays, motion carried. G. Second Reading – Ordinance #1412, an interim ordinance temporarily prohibiting the establishment of new uses, or the expansion of existing uses related to cannabis businesses.
