HOUSING AND REDEVELOPMENT AUTHORITY OF THE CITY OF SOUTH ST. PAUL BOARD OF COMMISSIONERS MINUTES SPECIAL MEETING JULY 24, 2017 The Special Meeting of the Housing and Redevelopment Authority of the City of South St. Paul was held on July 24, 2017 in the Training Room of the South St. Paul City Hall. Chairperson Hansen called the meeting to order at 7:20 P.M. The following Commissioners were present: Tom Seaberg, Bill Flatley, Jimmy Francis, Joe Forester, Todd Podgorski and Lori Hansen. Absent: Marilyn Rothecker. Staff was represented by: Branna Lindell, Michelle Pietrick, Ryan Garcia, Steve King, Edie Kleinboehl. Others present: Jim Eichten of Malloy, Montague, Karnowski, Radosevich & Co. APPROVAL OF AGENDA It was moved by Commissioner Seaberg and seconded by Commissioner Flatley to approve the agenda as presented. Motion carried. CONSENT It was moved by Commissioner Francis and seconded by Commissioner Flatley to approve the consent agenda as follows: A. Approval of Special Meeting Minutes – June 26, 2017 B. Approval of Certificate of Completion – Ponce Construction, LLC – 930 6th Avenue So. Correspondence re above is recorded as Document No. 6635. Motion carried. GENERAL BUSINESS A. Presentation of 2016 HRA Audit Report – MMKR Jim Eichten Jim Eichten reported issuing a clean and unmodified opinion on the Authority’s financial statements relating to the low rent housing program. Mr. Eichten discussed matters involving internal control compliances stating corrective actions are being put in place to remedy the issues. It was noted an increase in the HRA’s net position which is due to the positive operating results of the enterprise funds. Minutes, HRA Special Meeting 2 July 24, 2017 It was moved by Commissioner Flatley and seconded by Commissioner Seaberg to accept the HRA Annual Financial Report for the year ending December 31, 2016. Motion carried. Correspondence re above is recorded as Document No. 6636. ADJOURNMENT There being no further business to come before the Board it was moved by Commissioner Flatley and seconded by Commissioner Podgorski to adjourn. Chairperson Hansen declared the meeting adjourned at 7:40 P.M.
