South St. Paul Parks and Recreation Advisory Commission Minutes of September 10, 2019 The Parks and Recreation Advisory Commission meeting was called to order by Josh Regan at 6:00 p.m. at Central Square Community Center. Members Present: Josh Regan, Mike Lindamood, Rich Dippel, Ron Morgan, Matthew Hamilton Members Absent: Lori Miller Others Present: Chris Esser, Shannon Young 1. INTRODUCTIONS – None. 2. APPROVAL OF MINUTES Josh Regan called meeting to order. Motion by Ron Morgan and second by Rich Dippel to approve the Minutes of August 13, 2019. 5 Yays. 0 Nays. Motion Passed 3. OLD BUSINESS 3A. Recreation Program Updates – Youth Football, Fall Brochure Mr. Esser noted new this year is the third and fourth grade tacklebar. Saturday morning game time have been adjusted to accommodate the High School referees on Saturday mornings due to their team meetings, coaching staff is unwilling to release the players on time. Youth night at Ettinger Field during halftime of the Varsity Packers game was September 6. Ms. Young reported the fall program brochure is completed and out in the mail. 3B. Kaposia Landing Phase 2 Design, Estimates, Priorities Mr. Esser presented an overhead of the design from WSB for Kaposia Landing Phase 2. The design included estimated costs related to each segment of the project including parking areas, trails, and recreation areas. The Commission consensus would like to see priority on completing the parking lot “A” (north end) and associated trail connection, working south to the play structure. 3C. Doug Woog Arena Updates- Arena Advisory Group Mr. Esser noted the Arena Advisory Board will likely convene in October. Mr. Esser asked if any Commission members would like to serve as a liaison. Mr. Dippel asked who would be chair of the Arena Group. Mr. Esser noted the structure of the advisory group will not be a traditional board or commission structure but more of a user group, open format allowing a variety of participants. 3D. CIP Projects – Dog Park Agility Equipment, Play Structure Replacements Mr. Esser announced the dog park equipment will ship on September 11th. The new equipment will sit on top of the ground, deployment should take place soon after arrival. Mr. Esser noted discussion will take place with the city council on play structure replacement due to Kaposia Landing Phase 2 funding options. 3E. Wakota Trailhead & Overlook – Design Update, FLAP Grant Mr. Esser presented three trailhead design concepts for the Wakota Trailhead & Overlook. Commission liked option “B” noting it is possible only if the compost site were to relocate. If the compost site remains in its current location when trailhead development occurs, option “A” is the favored design. FLAP grant deadline to submit is October 15 to fund construction of the trailhead. 3F. Disc Golf Sponsorship Sponsorship options and discussion will take place at a future City Council Work session. Mr. Esser will report back with information. 3G. SHIP Grant Applications – Kaposia Landing Pedestrian Bridge, Seidl’s Lake Trail Mr. Esser noted the Statewide Health Initiative Program (SHIP) grant is due at the end of September. First priority based on Commission discussion is to apply for a feasibility study for a pedestrian bridge at Bryant Avenue to service Kaposia Landing and the regional trail. Seidl’s Lake Trail would be secondary. Mr. Esser noted he will update the commission if the grant is received. 3H. Park Assignments/Visit Reports- Kaposia Landing Shoreline Mr. Esser presented pictures of the shoreline erosion at Kaposia Landing due to the high waters this spring and summer. City is exploring to apply for emergency funding as Dakota County was successful securing funding with a similar issue this year. Mr. Dippel noted if there is an Eagle Scout looking for a project next year they could look at cleaning out the stream through Kaposia ravine as it is being choked out from growth of weeds. 4. NEW BUSINESS 4A. Outdoor Pool Report and Policy Review Mr. Esser presented the pool attendance and revenue report from the 2019 outdoor season. Attendance at the Splash Pool was 7,790, Northview was 8,413. Our office is working on having all our pool policies and rules updated and available on our website. 4B. Doug Woog Arena Policies Review The arena is working on updating policies for advertising and ice rental return. Ice rental cancellations must be in writing to be eligible for a refund if requested 30 days prior to rental otherwise is non-refundable. Commission agreed with this policy for posting on the city website. 4C. Harmon Park Scoreboard Replacement Mr. Esser noted we have donations from the Vietnam Vets for half the cost of a new scoreboard. The South St. Paul Youth Girls Fastpitch Association has expressed interest in donating the other half. Staff will be following up with them. 5. Other Business - The South St. Paul Jaycees organization is no longer operating. The Jaycees have generously donated $900 to the Parks & Recreation Department for youth fee assistance. 6.
