Minutes of September 8th, 2020
The Parks and Recreation Advisory Commission meeting was called to order by Josh Regan at
6:03 p.m. at Central Square Community Center.
Members Present: Josh Regan, Matthew Hamilton, Ron Morgan, Cynthia Callais
Members Absent: Mike Lindamood, Lori Miller
Others Present: Chris Esser, Shannon Young, Geno Mazzali, Joe Kaliszewski
1. INTRODUCTIONS –
2. APPROVAL OF MINUTES
Motion by Matthew Hamilton and second by Ron Morgan to approve the Minutes of March 4th,
2020. 4 Yays. 0 Nays. Motion Passed.
4. OLD BUSINESS
3A. Recreation Program Updates – Cancellations and Special Events
Mr. Mazzali mentioned that due to Covid-19 our summer programs and pools were closed. We
also cancelled football in alignment with the high school due to Covid-19 and our close partnership
in the football program. Also mentioned was the free concert in the park on September 18th at
Northview Park from 6:00-7:30PM. The commission recommended to let the neighbors in the area
know.
3B. Kaposia Landing – Phase 2 Construction Update
Mr. Esser complemented the Engineering Department on monitoring this project. The project is
finished including the roadway and curbs. The city council has approved solar lighting to be
installed by the Public Works Department.
3C. Doug Woog Arena Updates – Summer Report and Rink 1 Reinstallation
Mr. Esser complimented the arena on how busy and clean the rink was this summer. Also
mentioned was rink 2 has been installed and we are booked with ice sales through September. The
decision on high school hockey is coming October. 1 due to Covid-19.
3D. CIP Projects – Park Signs
Mr. Esser noted the signs are being installed and look great at Harmon, McMorrow, and Spruce.
3E. Wakota Trailhead & Overlook – Flap Grant 2022
Mr. Esser mentioned we have received the grant that is funded for 2021, although we do not know
the amount yet.
3F. Trail Interpretive Signs Update
Mr. Esser reported the signs are designed and waiting on delivery to be installed.
3G. SHIP GRANT – Bryant Avenue Pedestrian Bridge Feasibility Study
Mr. Esser reported the SHIP grant was awarded and we have selected SRF. The study is fully
covered by grant with a due date of February 2021.
3H. Park Assignments/Visit Reports
No new updates at this time.
4. NEW BUSINESS -
4A. Disc Golf Basket Sponsorship
Ms. Young reported that all 30 baskets were purchased by sponsorships for the frisbee golf course
at $500 per basket. Also mentioned was the department will offer a bid auction to sell the existing
baskets. The new baskets will be installed as soon as possible.
4B. Kaposia Landing Play Structure
Mr. Esser explained the city council is debating the price. Mr. Esser also shared a picture of a
playground and asked for any feedback. The commission liked the design and focus on being ADA
accessible.
4C. Parks & Recreation Department Relocation Discussion
Ms. Esser explained the decrease in membership at the Community Center in recent years. Covid-
19 has not helped this situation and we are looking at a deficit for the 2021 budget. Right now, we
have a unique situation where Doug Woog arena has space for our department for offices.
6. ADJOURNMENT – Next Meeting: October 13th, 2020 at Central Square Community Center.
