REGULAR MEETING July 6th, 2020 Meeting called to order at 7:16 PM by Mayor Barbara J. Lloyd with the recitation of the “Pledge of Allegiance”. Roll Call – In Attendance – Paul Lowe, Kim St. Clair, Ed Harlon, Ken Mills, John Roberts, and Greg Gibson Paul motioned to accept the minutes of the Regular Village Council Meeting held June 1st, 2020. Seconded by Greg. Lowe – yea, St. Clair – yea, Harlan – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried Kim motioned to accept the minutes of the Special Village Council Meeting held June 17th, 2020. Seconded by Kim. Gibson – yea, Roberts – yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Ken moved to accept the Fiscal Officer’s report for May 2020. Seconded by Paul. Gibson – yea, Roberts – yea, Mills – yea, Harlon – yea, St. Clair – yea, and Lowe – yea. Motion Carried. Mayor Lloyd asked Council to review the Mayor’s Court Statement for June 2020. CITIZENS AND GUESTS None DEPARTMENT HEADS Administrator – Danny Wiseman Both parks are now open. All signs are posted. Fire – Russell Taylor There were 83 calls for service in June, 66 were EMS, 1 was Fire, 4 misc., 9 cancelled calls, 1 fire alarm, 1 severe weather, and 1 service call. We had 41 transports, 9 refused transport, 7 lift assist, 5 no patient contact, and 4 mutual aids. The 6-month report is 418 calls for service which is 34 more calls than last year, 345 were EMS, 17 Fire, 8 Hazardous Situations, 32 cancelled calls, 6 false calls, 2 weather calls, 1 gas spill, and 7 service calls. There have been 184 transports which we had 148 this time last year, 55 refusals, 28 lift assists, 24 no patient contact, 54 mutual aid transports, and 28 dropped calls. We have collected almost $50,000 in revenue. Council Member Gibson asked for those people on duty and it is lunchtime 1 Do they take the ambulance to get lunch because they are on duty and they get a call they can go straight to the call? Russ said they do take the ambulance in case they get a call so they do not have to come back to the station and then go to the call. Council Member Roberts asked if the new ambulance been wrecked. Russ said it got a scratch on the side from a tight driveway. Council Member Roberts asked does everyone that goes on a run have to have their certificate? Russ replied everyone that transports has to have and EMT or higher card, but not everybody has to as long as they have a Fire card to assist. To transport there has to be a minimum of 2 EMT’s per truck. Police – Eric Finley N/A Water – Danny Wiseman Water Plant doing good. Sewer – Danny Wiseman County took over, still a lot to work out. (Maps and Drawings) Council Member Gibson asked is everybody billed $97.00 every 2 months now? Danny replied yes, everyone will be the same. Council Member Gibson asked him compared to me, he probably doesn’t use as much water or anything like I do so if his water bill was $40 and mine is $150, are sewer is going to be the same? Danny replied yes, but it will eventually save everyone money by going to the county. Council Member Gibson said no matter if you had a low bill or a high bill it is $97 every 2 months? Danny said yes, whatever water you use it does not matter anymore. Street – Danny Wiseman Currently there is no hot patch available because everyone is working nights and the other plant broke down. Council Member Roberts said with the rain we had Saturday there was stuff laying around. Danny said we were going to get to that today, but we worked on a water line leak all day today and we have another one tomorrow we are going to work on. Then we are going to work on culverts after that. REPORTS OF COUNCIL COMMITTEES Street Committee – Council Member Roberts – In your packet Birkhimer gave us a bid on E. LaSalle, at the railroad track, $5,500. We are going to try to get the railroad to replace the bad railroad ties first. There is no reason doing it if they are not going to replace the ties. We also had 2 bids on the sidewalk repair needed out front. Kennedy bid $4,870 and Luthi bid $4,200. Paul made a motion to have Luthi Complete Concrete Service to fix the sidewalk for $4,200. Seconded by Kim. Lowe – yea, St. Clair – yea, Harlan – yea, Mills – yea, Roberts – yea, and Gibson – yea. Motion Carried 2 Council Member Roberts asked to have Rob Guentter look into grants for sidewalks and curbs. Every Village and Town is getting money for that. It would be a good time to do Main Street and corners. If we do curbs it might make it easier to do the Main Street, Pembroke Avenue intersection. Personnel Committee – Council Member Gibson – Our discussion tonight was that Chief Finley did not pass his stress test. This puts us up against of our guidelines of our Council. So we are going to work with Chief Finley and we are going to keep talking to come up with a solution. We are going to give him some time to get his stuff together and he might retire. We are going to table this for now, but as of right now he is going to take some vacation and or sick leave, or whatever he has to do to get through. Council Member Lowe added he has to be actively working/paid to retire, he is intending to have it done in a timely manner. He said he only has 1 more piece of paper he has to get done. Council Member Gibson added ‘In a timely manner” as we are not going to wait a long time. Mayor Lloyd said until then I have told him not to go on patrol, he is not to put on a uniform and go on patrol. Council Member Gibson said he has plenty of vacation and sick leave. Mayor Lloyd told Dakota (Officer Mascher), you can still reference him (Chief Finley) if you need any help. Council Member Lowe said Chief told us that he (Chief Finley) said that he would know when it was time to retire and he thinks it is time. COMMUNICATIONS AND LETTERS A. Birkhimer Proposal for Railroad Crossing on E. LaSalle B. Salt bid - $67.35 per ton (was over $80 last year) C. Proposal to fix broken sidewalk outside south Shawnee entrance. Resolution 1067 A RESOLUTION AUTHORIZING ALL ACTIONS NECESSARY TO EFFECT A GOVERNMENTAL NATURAL GAS AGGREGATION PROGRAM WITH OPT-OUT PROVISIONS PURSUANT TO SECTION 4929.26 OF THE OHIO REVISED CODE, DIRECTING MUSKINGUM COUNTY BOARD OF ELECTIONS TO SUBMIT A BALLET QUESTION TO THE ELECTORS Ed moved to suspense with the three separate readings rules of Resolution 1067 pursuant to statue 731.17 of the Ohio revised Codes and declare it an emergency. Motion Carried. 4  UNFINISHED BUSINESS Council Member Lowe told Russell (Fire Chief) good work on the Facebook postings, the positive messages. NEW BUSINESS Council Member Mills asked what he should tell the people about the railroad tracks on E. LaSalle, we are not fixing them now because of the boards? Mayor Lloyd said we have to get the railroad to fix the boards and then we are going to blacktop it. MISCELLANEOUS Officer Mascher asked permission to drive a cruiser up to Toledo to attend a funeral for a 26-year-old fallen police officer that was shot July 4th. Mayor Lloyd asked if anyone had any objections. Everyone said it was ok. ADJOURN John moved to adjourn, seconded by Ed. Mayor Lloyd asked all to vote by stating I. All did. Motion Carried.
