Meeting Minutes
January 12, 2017
The Black Hills Airport Board met at 1:00 PM on Thursday, January 12, 2017 in the City
Council Chamber of City Hall, 625 N. 5th Street, Spearfish, SD. Brooks Hanna called
the meeting to order.
Members present: Brooks Hanna, Travis Lantis, Randall Rosenau and Dan Hodgs.
Michael Rath and Jim Seward were absent. Others present were: Airport Manager Ray
Jilek, KLJ Consultant Rod Senn, City Administrator Neeb, City Attorney Davis, Streets
Superintendent Riopel, Public Works Administrator Johnson and Administrative
Assistant Weber.
Minutes: Rosenau moved, Lantis seconded and all voted to approve the minutes from
last meeting dated 12.15.17. There were no additions or corrections.
City of Spearfish: Streets Superintendent Riopel provided an update on the Snow
Plow Purchase. A 1998 OshKosh has been purchased from State surplus – 45,000
miles and is in very good shape. It is currently being outfitted for specific use at the
airport. It has a 12 ft. gall wing reversible plow, a 12 ft one way plow and an 11 ft
wing on the truck.
Riopel also provided details to date for this season’s snow removal at the airport stating
that 200.5 man hours have been utilized so far. Current equipment being used are a
skid steer, loader, V-Plow with snow box and a City plow truck.
Lantis commended the snow removal efforts this year and stated appreciation for the
piles being pushed away from the runway and makes for a much more comfortable
landing when one doesn’t have to worry about wingspan hitting a snow pile.
FBO / Airport Manager’s Report: Ray Jilek reported on Black Hills Airport
Operations for December 2016. Items discussed were airport activity/traffic, fuel sales,
AWOS, airport documents and equipment. Jilek said the updated airport documents
will be presented soon for adoption.
KLJ: Rod Senn discussed turf runway 826 and that the FAA does not know how to
address it so as of now, they are not releasing anything. A recent resignation has left
us without a liason and Airport Manager Jilek asked Senn to put together an information
sheet for the board to help get things moving again.
Airport General: Jilek stated the rules and regulations are being cleaned up and
revised and these also discuss private hangar construction requirements. Jilek is
working with the City Attorney at this time to get all of these documents in order for
approval and posting on the website.
Annual Conference: 2017 Airports Conference March 29 & 30 at Highland
Conference Center in Mitchell. Contact Karla if you wish to attend.
Haying Lease Discussion: City Attorney Davis asked the board to determine the
intentions for the haying lease – whether they wish a fixed amount lease or a
percentage split based on the hay production for the year.
