Spearfish City Council Special Session Minutes May 21, 2021 12:00 p.m. The Spearfish City Council met at 12:00 p.m. on Friday, May 21, 2021. Mayor Boke presided and called the meeting to order. Roll call was taken with the following members present: Clark, Hodgs, Hourigan, Jacobs and Klarenbeek. Absent: Rath. Also present: City Administrator Harmon, City Attorney McDonald, City Engineer Mathis, Finance Officer DeNeui, Public Works Director Kean, Public Safety Director Rotert, and Assistant Public Works Director McMahon. Mayor Boke revised the agenda to add item 7B, executive session per SDCL 1-25-2(3). Clark moved, Jacobs seconded and all voted to approve the revised agenda. No potential conflicts of interest were declared. Public Comment – At 12:02 p.m. a time for public comment was opened with no oral or written comments received. Public Works Sports Complex – Chris Bailey, with HDR Engineering, reviewed the bid tab for the Sky Ridge Sports Complex Project. Executive Session – Clark moved, Hodgs seconded and all voted to enter executive session at 12:05 p.m. pursuant to SDCL 1-25-2(3) to consult with legal counsel about proposed or pending litigation or contractual matters. Council returned to the special session at 12:34 p.m. Bid Award – Following discussions, Jacobs moved, Hodgs seconded and with Clark, Hodgs, Hourigan, Jacobs and Klarenbeek voting aye, motion passed to award the lowest responsive and responsible bid for the Sky Ridge Sports Complex Project to Mid-America Golf & Landscape for $9,795,909.78. Public Safety Wildland Rates – Clark moved, Hodgs seconded and with Clark, Hodgs, Hourigan, Jacobs and Klarenbeek voting aye, motion passed to approve the following hourly rates for seasonal wildland firefighters for wildland fire responses, effective 5/2/2021: Kimberly Hicks Firefighter 2 $19.72 per hour Thomas Hageman Firefighter 1 $21.68 per hour Cody Jolovich Firefighter 1 $21.68 per hour Carter Jones Firefighter 1 $21.68 per hour William Wenzel Engine Boss $26.00 per hour There being no further business, Hodgs moved, Jacobs seconded and all voted to adjourn at 12:41 p.m. Dated this 21st day of May 2021.
