City of Spearfish Legal, Finance, and Public Safety Committee Minutes May 13, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, May 13, 2020 with the following committee members present: Eisenbraun, Jacob s a nd Klarenbeek. Also present were: City Administrato r Harmon, City Planner Watson, Public Safety Director Rotert, Assistant Finance Officer Thurmes, City Attorney McDonald, Parks and Recreation Director Ehnes, Police Chief Jacobs, Assistant Police Chief Dean and Recreation Superintendent Rauterkus. City Attorney Public Hearing – There will be a public hearing for the Hayfield Lease Agreement with Doug Bechen and Gerard Cuka. Public Hearing – There will be a public hearing for the Hayfield Lease Agreement with Stacy Moke. Finance License – Committee recommended to full council to approve renewal of all 2020-2021 retail on-off sale malt beverage and SD farm wine licenses Transfer – Committee recommended to full council to approve transfer of $111,543 from 603- Hydro Electric Fund to 606-Airport Fund as budgeted. Planning and Zoning Agreement – Committee recommended to full council move forward the sewer service agreement for the property located outside of city limits at 3225 Old Belle Road. City Staff Comment There was further discussion to garner interest in the daycare at the Rec Center currently, and moving forward. Director Rotert asked council to add to agenda on May 18, 2020, a grant for up to $4000 for the wildland fire department. The committee agreed to move forward. Rauterkus wanted to publicly thank the police department and fire department for their efforts in the birthday drive bys. Public Comment – Public comment section was opened at 4:26 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:26 p.m.
