City of Spearfish Legal, Finance, and Public Safety Committee Minutes October 28, 2020 The Legal, Finance and Public Safety Committee met in the Council Chambers of C i t y H a l l at 4:15 p.m. on Wednesday, October 28, 2020 with the following committee members present: Eisenbraun, Jacobs and Klarenbeek. Absent: none. Also present were: City Administrator Harmon, City Attorney McDonald, Human Resource Director Mathis, City Planner Watson, Public Safety Director Rotert, Public Works Director Lee, Finance Officer DeNeui, Police Chief Jacobs and Assistant Police Chief Dean. City Attorney Lease – Committee recommended to full council to hold a public hearing and approve a Lease Agreement with Jamie Johnson for 615 Maitland Road. Lease – Committee recommended to full council to hold a public hearing and approve a Lease Agreement with Jennifer Johnson for 625 Maitland Road. Engineering Set Bid Opening – Committee recommended to full council to set the bid opening for the 2021 Scheduled Street Repairs Project for December 9, 2020 at 1:30 pm in the City Council Chambers. Set Bid Opening – City Engineer Mathis noted the bid opening for the Exit 8 Area Community Path Project - Hillsview Road & SFP Sports Complex Segment will be set for a later date. Finance Fees – Committee recommended to full council, consent agenda, to authorize the finance office to make the entries necessary for the third quarter budgeted administrative fees for personnel and information technology costs. AV Upgrade – Committee recommended to full council to accept the proposal from AV-Tech Media Solutions for an upgrade to the audio and visual systems in the Council Chambers at an estimated cost of $69,125.15 with Coronavirus Relief Funding of $20,000 for the project. Human Resources Volunteer – Committee recommended to full council, consent agenda, to add Jason Gentrup to the Spearfish Recreation and Aquatics Center volunteer list. Volunteer – Committee recommended to full council, consent agenda, to add Braden Yackley to the Spearfish Recreation and Aquatics Center referee list. Move – Committee recommended to full council, consent agenda, to move Tom Stulken to full-time (benefit eligible) Librarian, effective 11/15/2020. Employee Health Insurance – Committee recommended to full council to join the SDML Health Pool of South Dakota as our employee health insurance provider effective 1/1/2021. Planning & Zoning Ordinance 1335 – Committee recommended to full council to hold a public hearing and approve the second reading of Ordinance 1335 – An Ordinance Amending Appendix A. Zoning, Article II. Definitions and Article V. Supplementary Regulations, Section 3. Minimum off-street parking requirements. Ordinance 1336 – Committee recommended to full council to approve the first reading of Ordinance 1336 – An Ordinance Amending Appendix A. Zoning, Article V. Supplementary Regulations, Section 7. Nonconforming Uses. Public Safety FYI – A presentation from SD DCI will occur during Monday’s City Council meeting. Public Works Bid – Committee recommended to full council to accept a sealed surplus bid for Star Trac Treadmill. Public Comment The public comment section was opened at 4:32 p.m. and closed with no comments. There being no further discussion before the committee, the meeting was adjourned at 4:32 p.m.
