CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 cityofspearfish.com • (605) 642-1333 Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, January 21, 2016 I City Hall – Council Chambers I 7:00 am Attending: Keith, Jordan, Charlie, Randy, Barb, Pam, Alecia, Chris M., John, Karen Welcome of Appointed Board Members and City Council Members Barb, Charlie – Approve Agenda John (minutes and scholarship), Barb – Approve Minutes APPROVAL OF AGENDA /APPROVAL OF MINUTES  Election of 2016 Officers o Karen, Barb – move to elect Randy – Board Chairman o Charlie, Barb - move to elect Ron – Vice Chairman o Randy, Barb move to elect John – Secretary  Motions pass  Adoption of Roberts Rules o Barb 1st, Pam 2nd - Passed  Establish 2016 Meeting Dates/Times/Location o 3rd Thursday at 7:00 am (also set December meeting and cancel if necessary). o Council Chambers, but move to back room if necessary. o Barb 1st, John 2nd - Approve ITEMS FROM VISITORS Josh Larson – Community Forester with SD Dept of Agriculture OLD BUSINESS Lands Task Force Updates (Trail Master Plan Review) Met with county employee database & GIS who will help with obtaining a more usable map prior to presentation to Council. Develop subcommittee of task force to look at trails. Review 2005 Master Plan. Charlie, Jesse, Dave on subcommittee, but would prefer more input. Anyone interested can come to task force meeting. Also looked at park classifications. Next meeting – Feb 4th. Brett will also be present (County) Other Outstanding Items from 2016 Holiday Social Summary Next year look at picnic in park rather than Holiday Social. Revisit in spring to set summer date. Scholarship Funds $5000 available for scholarships, but also requests for WP Passes, fundraisers, etc. Finance requests a committee to determine allocations. Need about $2500 - $3000 for individual scholarships. Due to the fact Next Meeting – February 18 , 2015 – 7:00 am – City Hall Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 cityofspearfish.com • (605) 642-1333 that Community Activities will no longer be raising scholarship funds, this will now be committee. Karen, Chris, Barb will be the committee. Will report at Feb. meeting. Motion: Award $500 previously determined to KJW Foundation for swing in 2016. Swing shall be placed wherever Keith recommends. (Karen 1st , Pam 2nd ). Motion Approved. Randy abstained from Vote. March – Rec Grant Meeting (Karen, Charlie) Approved. Note that Athletic Directors should provide input as we get closer. NEW BUSINESS John Kelley – Proposal for Youth Ice Skating Program Recreation center, perhaps in conjunction with BHSU student community volunteers or the University internship program, or using volunteer high-schoolers, or others, immediately establish a youth ice skating program, ideally with age or ability divided sections that practice 3 times per week for one hour each time. Existing Ice Rink is very heavily used. John wants to encourage the Rec Center to establish a skating program to get youth in a teachable exercise so that they are learning maneuvers, etc. Possibly next season after research and staffing needs are met. Resources exist in Spearfish that can help with this (University students, etc). Chris: University may be interested but the challenge is finding a person who is passionate and interested in driving this. There is a lot of interest, but who would be the conduit? The passionate group of people that know skating needs to be the ones who drive it. Ice Program (skating, hockey, curling) MOU with School will be presented to Council in Feb – Skate Day on Feb 20th. PARKS & REC NEW ITEMS  Annual Report – Presented on Feb 22 @ 5pm. Sent reminder to Board  Park Tech Position Open – Soliciting Applications  Design Build for Salem Park o Council approved a resolution to proceed with it. Now request for qualification. Then sound out RFP. Then determine best. Council on March 21. Hope to be completed by July 1  Brush Chipper purchase o Try to purchase through NJPA  Burning of the brush piles on GFP Lease Property o Hired to burn brush this week.  Tree Policy o Funds budgeted to remove and plant street trees – with individuals on private property street right of way. o Request (John) to look into City Orchard – work with arborist to look into this eventually.  Parks, Rec, Forestry Facebook Page o Update from Keith Next Meeting – February 18 , 2015 – 7:00 am – City Hall Council Chambers CITY OF SPEARFISH 625 Fifth Street, Spearfish S.D. 57783 cityofspearfish.com • (605) 642-1333 REC CENTER NEW ITEMS Rec Center 2015 Year End – Recap  General Fund Expenses Revenue 68%  User Fees covered 55%  Revenue increased by $32k in 2016. Staffing Changes – vacant Administrative Coordinator position. Now requesting an additional administrative assistant rather than filling Coordinator position. 2016 Rec Center Capital Plans Lookout Room – 3 proposals for flooring renovation. Currently they are repairing existing floors, hope to be open by March. (Tile replacement, but not entire floor replacement.) Currently working on Roofing Proposal – hope to be completed by August. Design proposal for Expansion - $26k allocated for this design proposal. Not enough information from general public on space needs. How to get public opinion on this, rather than just the Rec Center needs. Dave would like to be on this committee. Is there a method to utilize associations/groups in town to present public surveys (face to face @ Wal-Mart, Sporting Events, etc.) Where is funding to support getting this data? Need to present a request to Council to be able to move forward. th th Jan 27 or Feb 10 committee meeting to present request to council to utilize some of $25k funding for research. Alecia will send out an email to request support/presentation at Committee Pool adjustments, roof and fitness equipment will be capital items in 2016. PRFA BOARD ITEMS Reminder: 2 school board positions are open. 2 county commission positions open.
