Meeting called to order – McCart 7:05am
APPROVAL OF AGENDA- Move to approve by Donat 2nd Deibert; Motion Passed
APPROVAL OF MINUTES- Move to approve Deibert 2nd Donat; Motion Passed
Attendance: Gefvert, Deibert, McCart, Cline, Mader, Rauterkus, Neilson, Donat, Kelly and Chyba
ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)
-Presentation from Carolyn Short regarding bike repair stations.
- Carolyn is a member of Spearfish leadership group; they were looking at doing a project to
benefit the community. They are proposing two bicycle “fix it” stations along the rec path in two
locations. These locations would be in the City Park in proximity to exercise station & in Evan’s park.
Spearfish leadership group will be coordinating with BHSU sustainability’s kiosk project. The stations will
cost about $1,000 per station, there is money allocated to this group through the camber of commerce.
This money will cover one station; the group will have to fundraise for the other.
a. Discussion points were installation cost, maintenance, local bike groups sponsoring, and Rec
Grant funds.
b. Motion by Deibert to support 2nd by Kelly; motion carries.
OLD BUSINESS
Board Items
1. Board approval to proceed with pathway North of Jorgensen Park on east side of river. (Perry)
a. Mader would like to proceed with mowing that path now and being more public; A lot of
support internally. Path is high priority because cost is minimal and it would be a great
opportunity for the community. Path would dead end but future plans are to continue it to
connect into rec path. Motion by Kelly to tentatively approve on the contingency that
residents be notified 2nd by Donat; Motion carries
2. Campground rates, staffing and software. (votes/motions on all) (Perry)
a. Discussion points were bringing in 3rd party booking system, year round staff member and new
campground rates.
b. Motion was made by Deibert to raise prices to round number (25,30 etc.) 2nd by Cline; Motion
Carries
c. Discussion of a cancellation fee was tabled to next meeting.
d. Motion made by Donat to contract with 3rd party as staff sees appropriate 2nd by Deibert;
Motion Carries
e. Motion by Kelly to have campground reports to bard in Nov and April 2nd by Deibert; motion
carries

Director Updates
Top Shelf Park –
a. Discussion points were location change, maintenance responsibility, funding/budget, and
accepting land with no addition budget.
b. Motion made by Donat to accept land 2nd by Kelly; Motion Carries with Deibert voting no
Expedition League Baseball
a. We are moving forward and it has gone in front of CC needed some revisions.
Lookout Mountain Committee Meeting
a. Discussion was to pull in other local bike shops/ organizations, make trails safer and clean
up loose ends.
North pathway extension update
a. Meeting with Staff at City Hall – moving forward. Update next meeting.
Park & Forestry
Sandstone Grant-
a. We were awarded grant, will be finishing extension to pathway to go to playground. Path
will be concrete.
Tyler
a. Last day is 8/18/17 – deployment – Hats off to Tyler to all the work he has done in the
short amount of time he has held that position.
Grazing lease for Lookout Mountain (Board review and comment for next meeting?) –
a. Revenue is $5,000, look at sheep or goat options. No water to split pasture.
Rec & Aquatic Center
Remodel and additions at Rec Center –
a. Discussion with Steve Williams about lobby area, lookout room, floor in multipurpose
room and traffic during waterpark; will have an update at next meeting.
New staff member –
a. Crissy moved to recreation and youth development coordinator, Kayla go to for board,
Council Meeting Monday new admin assistant (Jessica Mollman)
Summer recap –
a. Sept/Oct meeting full recap of summer.
Rec Grant –
a. Discussion was that the funds can roll over to next year. Look at structuring system differently for
next year. Kennedi Jean Weis interested at adding shade at Salem park would partner funding.
Struggles with how rec grant has been handled in the past.
NEW BUSINESS
Board Items –
a. Discussion was budget for trail system and parks. Mowers with wings tractors were purchased this
year; more equipment to be purchase in 2018. There are concerns that we are not increasing
budget although we keep accepting land.
b. Public Works recommended that the city purchase sawmill project.
