Parks, Recreation, & Forestry Advisory Board – MINUTES Thursday, June 20th, 2019 I City Hall – Council Chambers I 7:30 am ATTENDANCE: McDonald, Ehnes, Rauterkus, Eisenbraun, Donat, Gefvert, Caldwell, City Admin Harmon, Clark APPROVAL OF AGENDA – Addition of Capital Improvement Plan – Motion by Gefvert as amended, Second by Caldwell – Motion Carries APPROVAL OF MINUTES – Motion by Gefvert, Second by Caldwell – Motion Carries Introduction of Darick Eisenbraun – City Council Ward 3 ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions)  Larry Gould – Spearfish Youth Soccer Association – Field Proposals o Gould presented on using the 13 acres of grass around the Atlas Building and the parking lot for a soccer complex. This would free up other fields in town for other activities and be more convenient for parents/families. That space is currently zoned as industrial and would need to be rezoned or a conditional use permit would need to be obtained. The site is un-level and will need to leveled it to make it playable – possibly reach out to National Guard or soccer parents if/when project reaches that stage. Staff will explore and consider the effect on Mass Markets and other lessee, covenants, and businesses across the street. Park and Rec Director Ehnes, City Admin Harmon and staff will need to explore more. OLD BUSINESS Director Items  Pickle Ball Status o $65,000 over budget, the Pickleball Association as pledged $25,000 over the next 3-5 years. Bid opened July 2nd, project set to start August 15 with completion in November. The City is currently in contract with the Game Fish and Parks – After completion and inspections we will be granted a $70,000 grant.  Exit 8 Rec Path o City Council approved route 2. Construction will start in 2020 completions in fall 2021. We were selected to receive $100,000 grant for the project.  Reserve Playground o Playground delivered; completion expected end of June. o KJWF (Jorgensen Park) Open and being used – Grading and irrigation should be completed within the next few weeks; grand opening in Aug.  CIP – Capital Improvement Plan o Next year have a subcommittee formed in Jan/Feb. Ehnes would like to start on the Master Plan in the fall. Will bring it to July PRFAB meeting for approval. Rec & Aquatic Center NEW BUSINESS Director Items Board Items Park & Forestry  Lookout Mountain MOU with BH Trails o Grazing lease went into effect on June 15 – Water tank installed o MOU with BH Trails (501-C3)  Historically they have been doing trail maintenance, drafted MOU, next step send it to BH Trails – Bring it to PRFAB Board then council. Wildlife foundation has approved the MOU. Park Superintendent McDonald is working with City Attorney McDonald to allow BH Trail volunteers up there. Park superintendent McDonald is working with Paul Bosworth on updating signs, trail maps, stickers and additional signage at the Sandstone trailhead. Rec & Aquatic Center  Senior Games o Doubled our numbers this year – Pickleball association has helped significantly.
