Parks, Recreation, & Forestry Advisory Board – AGENDA Thursday, Aug 15, 2019 I City Hall – Council Chambers I 7:30 am ATTENDANCE: Caldwell, Rauterkus, McDonald, Ehnes, Hall, Gefvert, Eisenraun, Donat, Coburn, Hansen, Neilson CALL TO ORDER: 7:32am APPROVAL OF AGENDA – Motion by Gefvert, second by Hall; Motion Carries APPROVAL OF MINUTES – Motion by Gefvert, second by Caldwell; Motion Carries ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) OLD BUSINESS Director Items  Pickle Ball Update o The Pickle ball Association was able to secure a second grant for the project; this would increase the reimbursement to the City to $120,000. Sending project to bid in the winter to hopefully get a bid closer to engineer estimates; will look into breaking project up into different bid packages.  Skills Park Update o Council gave approval for construction of a little ripper trial on City property just south of the Hydro-Plant. It has been approved to construct an intermediate and advanced course on the McLaughlin property. Ehnes will be approaching the Game, Fish & Parks about building a beginner trail on their property. Board Items Park & Forestry  Emerald Ash Borer Plan o Work will begin in the fall to start removing trees. McDonald is exploring options to set up a tree inventory; BHSU has a good system to keep track of their trees. He would like to explore the option of using BHSU students next year to help set up an inventory for the City. The Emerald Ash Borer Plan will go to council in September. Rec & Aquatic Center NEW BUSINESS Director Items  Exit 8 Transportation Alternatives Grant Options o Eligible for grant up to $800,000, $400,000 each year; applying for the grant will push the project back by 1 year. Options will be presented to city council on Aug 19, 2019. o Motion by Coburn to accept option 1 (applying for full $800,000) and recommend option 1 to council; second by Neilson. Motion Carries  Campground and Rec Center Revenue Expense Update o Ehnes discussed the campground and rec center revenues and expenses as of July 31 st, 2019. Reference attached document. Board Items  Soccer fields at Atlas Building o Next Step soccer association needs to talk to SEDC board. Park & Forestry  Lookout Mountain MOU with BH Trails o Ehnes and City Attorney McDonald worked on creating the MOU with BH Trails. MOU has been signed and a few waivers have been turned in. Volunteers have started maintenance work on the mountain. Park Superintendent McDonald is working with Quiksigns on creating signs and stickers for better communication with users on Lookout Mountain. McDonald was contacted by a local Eagle Scout group that would like to do a project on Lookout Mountain. Rec & Aquatic Center  Rental of Both Gyms for Soccer Tournaments o Soccer Association would like to use both gyms for soccer tournaments similar to Queen City Classic. o Motion by Caldwell to allow rental of both gyms; second by Hanson – Motion Carries  Treadmills o 4 new treadmills are here & installed  Swim Lessons Numbers o 366 Participant in 2018 & 2019 swim lessons  New Software System o SRAC will be switching to CivicRec in January. This will match the new City website & other departments.  Alan o Alan is our new Special Events Assistant – Will be in charge of all rentals outside of the Rec Center.
