Council Chambers  Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, April 15th,2021 Council Chambers 7:30 A.M. PUBLIC COMMENT • Public comment was opened with no comments received. ITEMS FROM VISITORS (Policy Note: Visitors are limited to 5 minutes of presentation followed by questions) •Community Mural Project presented by Taylor Lage. • Taylor Lage presented a presentation regarding The Community Mural Project also known as the U Matter Mural. • During the presentation, Taylor Lage discussed the obligation and collaboration with Darren Granaas from the Matthews Opera House. The Matthews Opera House will ultimately coordinate the project with rec center staff when Taylor graduates from Black Hills State University in 2023. • The discussion involved the funding of the project and community input. During the discussion, Taylor stated the project would be self-funded with assistance from the Matthews Opera House. • The U Matter Mural Project is projected to begin in June of 2021. • The Community input will consist of 2-inch by 2-inch canvas squares to be painted by community members. Nine canvases, one canvas for each letter to spell “SPEARFISH” will be created. • Hall questioned the size of the display, and Griffith questioned the location for the mural to be displayed. The canvas that would be displayed would be approximately the size of the “Spearfish” sign in the Jackson Blvd medians (4 foot by 6 foot). SRAC Superintendent Rauterkus discussed a potential location above the elevated walking track. • Griffith would like to see Taylor Lage return for approval of the mural before it is displayed. • Motion by Anundson to approve the project with the understanding that Taylor will return to present the design at a later date, second by Dardis. Motion carries with Anundson, Dardis, Griffith, Hall, and Neilson voting yes. •Black Hills Bike Share concept presented by Breon Derby. • Breon Derby and Husband Tom Derby presented a projected business plan and are requesting the use of space within Spearfish City Park. • The bike-share concept would provide the opportunity for community members and tourists the opportunity to explore and utilize the recreation paths on rentable bikes. Council Chambers  Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, April 15th,2021 Council Chambers 7:30 A.M. • During the discussion, some members agreed with the concept, but placing a business within Spearfish City Park would set the wrong precedence. The Derbys were advised to continue to look at alternative locations. • Motion by Anundson pending location, second by Dardis. Motion carries with Anundson, Dardis, Griffith, Hall, and Clark voting yes and Neilson voting no. • Bandshell project presented by Zac Eixenberger with Spread the Tunes. • The Bandshell Project renderings were presented to the board. • During discussion P&R Director Ehnes discussed the grant application process and advised that the City of Spearfish would be reimbursed for the design cost by Spread the Tunes • Clark had a question regarding the accessibility and ADA compliance regarding the new infrastructure. Eixenberger clarified that it would be ADA compliant as well as provide more space for potential artists performing due to the potential expansion. • P&R Director Ehnes stated his intent to ask the City council to approve funds for the design of the bandshell. Design cost is estimated at $22,000. If approved, Ehnes can apply for grants to help fund the project. • Motion by Hall to approve design phase, second by Anundson. Motion carries with Anundson, Caldwell, Dardis, Griffith, Hall, and Neilson voting yes. OLD BUSINESS Board Items • Q & A session on April’s staff update. o Nielson inquired if there was any new information regarding the Lookout tower project. P&R Director Ehnes advised Neilson that the City Council did approve the initial lease terms and that the planning commission will review the project for a conditional use permit. The final lease will have to be approved by the City Council. o SRAC Superintendent Rauterkus informed the board that currently 650 aquatic memberships have been sold, there were approximately 1,200 aquatic memberships sold in 2019. Director Items • P&R Director Ehnes presented a presentation on the Sky Ridge Sports Complex. o Information on Sky Ridge Sports Complex was discussed and presented to the board for input. o Neilson expressed his concerns regarding park amenities at the complex, he would like to see the complex have adequate playground space. Council Chambers  Parks, Recreation, & Forestry Advisory Board – Minutes Thursday, April 15th,2021 Council Chambers 7:30 A.M. o P&R Director Ehnes advised that at this time due to the financial budget there has been a significant decrease in amenities, although the current plan does allow for future expansion. o P&R Director Ehnes updated the board that he has been contacted by non-profit organizations discussing the possibility of becoming involved in projects that are currently postponed. o Griffith questioned the possibility of building the sports complex in phases due to the financial budget. P&R Director Ehnes explained that everything that could be postponed has been removed from the current plan and budget. o Dardis questioned if there would be soil vegetation protection planted to protect the soil if the project is postponed to a later date. City Administrator Harmon advised that soil vegetation would be planted to protect the soil. Rec & Aquatic Center Parks and Forestry NEW BUSINESS Board Items Director Items Rec & Aquatic Center Parks and Forestry FYI ITEMS • Arbor Day Celebration – April 23, 2021 o Arbor Day event proclamation will be held at Spartan Park. Northern Hills Master Gardeners will assist with planting trees and providing educational projects with the children from Mountain View Elementary. o Master Gardeners, as well as Cycle Farms, will be involved with seed projects for the children to take home. • Skate Park Project o The skate park project has been completed. There is an event planned at the skate park to display the new renovations on April 21st from 5:00 pm-7:00 pm. ADJOURNMENT Motion by Hall to adjourn, second by Caldwell.
