Spearfish Planning Commission Regular Session Minutes January 7th, 2020 The Spearfish Planning Commission met in regular session on Tuesday, January 7th, 2020 at 3:00 pm in the council chambers at Spearfish City Hall. Chairman Kruskamp called the meeting to order at 3:00 pm. Roll call was taken with the following members present: Barbara Zwetzig, Greg Kruskamp, Drew Skjoldal, and Bob Meyer. Toby Bordewyk arrived shortly after roll call. Absent: Larry Vavruska and Meghan Byrum. Also present: City Planner Jayna Watson, Assistant City Planner Daniel Van Holland, and City Attorney Ashley McDonald. APPROVAL OF MINUTES: Zwetzig moved, Skjoldal seconded and all voted to approve the minutes of the Planning Commission meeting of Tuesday, December 3rd, 2019 as presented. DECLARATIONS OF CONFLICTS OF INTEREST: Kruskamp called for any potential conflicts of interest to be identified. No conflicts were expressed. 1. Request: Approve an update to Appendix A Zoning, Article V. Section 6. Sign Regulations Location: City-wide Applicant: City of Spearfish Watson provided an overview of the proposed updates of the sign ordinance and noted staff recommendation for setting a public hearing. Discussion was held regarding B.3 Signs placed on the interior side of a building window, the updates to temporary signage, and minor editions to clarify tables and language within the ordinance. Commissioners were interested in hearing what the business community’s input on this update would be. Meyer moved, Bordewyk seconded and all voted to set public hearing for January 21st, 2020. 2. Request: Amend the C-1 Central Commercial parking requirements Location: C-1 zoning districts Applicant: City of Spearfish Watson provided a summary of staff recommendations for a potential development incentive program for public parking within the C-1 Central Commercial district. Watson and Van Holland provided examples of what the program may look like. Discussion was held regarding the proposed criteria. The Commission felt that adding to the zone’s aesthetics was more important than the dollar value assigned to a lot for what will qualify for parking reduction. No action was taken. PUBLIC COMMENT: Jared Capp voiced his interest in relief of off-street parking requirements within the C-1 zone. CITY COUNCIL UPDATE: Watson reported on the items that were before the City Council on Monday January 6th, 2020. ADJOURNMENT: There being no further business to come before the commission, Kruskamp adjourned the meeting at approximately 4:00 p.m.
