Elected Officials Briefing
Spearfish City Council - September 17, 2018
I. Disaster Declaration Process / Response & Recovery Procedures
a. Response & Recovery - Use existing plans and resources. Cooperate with surrounding
counties to write new Mutual Aid Agreements. We currently have a Lawrence County MOU
(Memorandum of Understanding) between all of the LC Fire Departments, EMS, and Cities
within Lawrence County and recently Emergency Management helped finalized another MOU
between nine western SD Counties also known as the Region IV Mutual Aid Agreement.
b. SD Office of Emergency Management (OEM) Situation Reporting:
Local Emergency Manager or other designated EM Personnel report using:
SD OEM Duty Officer system 24/7. Report situations to be factual and accurate.
Report the following situations to your County EM - some with qualification:
I. Natural Hazard/Weather Related Incidents: tornado, flood, severe thunderstorm, earthquake,
wind storm, road closure, winter storms, ice storms.
2. Hazardous Materials Incidents
3. Structure Fires
4. Wildland Fire
5. Mass Casualty/Fatality Incidents
6. Utility Mishaps/Public Infrastructure
7. Missing Person Searches
8. Aircraft Emergencies/Air Disaster
9. Animal Health
Report the following law enforcement situations to your County EM:
l. Terrorism / Homeland Security / School Security issues
2. Mass Casualty / Fatality Incidents (Also on EM list)
3. Civil Disturbance (Riots, Hostage Situations, Organized Protests)
C. Declaration Process for an Emergency or Disaster - Meet in regular or emergency session to discuss
how unexpected expenses can be approved and by whom for a pending disaster.
d. Resolution - Copy 011 hand in LC EOC and with alternates Ken Hawki and JD Geigle.
i. Supporting Documentation/Records
ii. Response and Recovery Forms
e. Assistance - Requests to State and Federal Governments must be made through local County Emergency Manager.
II. Emergency Management Overview
a. Homeland Security Interface - Stefan Pluta, SD Homeland Security Director
b. South Dakota Credentialing Program - Ongoing. Rapid Tag printer from SD OEM.
LC EM bought a laptop to print Rapid Tags for the Credentialing program.
LC Agencies (FD, Law, EMS, EM, Highway and Public Officials are being entered into the system.
Our goals is to have everyone that has training entered into the system and permanent cards printed.
III. Emergency Planning
a. LEPC (Local Emergency Planning Committee) - Randall Rosenau is the LC Commission Representative
b. LEOP (Local Emergency Operations Plan) - Recently reviewed updated.
C. LC HazMat Plan - Reviewed annually, updated every five years.
d. LC Pre-Disaster Mitigation Plan - In Progress
Contracted with Black Hills Land Analysis using SD OEM grant funds.
Municipalities will be included in the re-write and upgrade of the plan taking place now. Considerations: Grants for
Tornado shelters that can also serve as community centers if the need is pre-identified in the Pre-Disaster Mitigation Plan.
e. PDA (Preliminary Damage Assessment Training) Held July 17, 201s at LC EOC
