Public Works Committee Minutes
October 29, 2019
The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday,
October 29, 2019 with the following members present: Clark and Hodgs. Also present were: City
Administrator Harmon, Parks and Recreation Director Ehnes, City Attorney McDonald, Public
Safety Director Rotert, Public Works Director Lee, City Finance Officer DeNeui, Assistant City
Engineer McMahon, Recreation Center Director Rauterkus, and Wastewater Treatment Facility
Superintendent Evridge.
Engineering
Change Order – Committee recommended to full council approval of change order 2 for the 2019
Jackson Boulevard Street & Utility Improvements – Phase 1 project, a net increase of $7,986
(+0.21%) and a revised substantial completion date of November 14, 2019.
Parks and Recreation
FYI – Grooming Alliance of Spearfish (GAS) will present a request for a grant/sponsorship from
the City for the $350 rental fee of the Pavilion for the group’s fundraiser on November 23, 2019.
Water Park Membership – Committee recommended to full council authorization for city staff to
remove the regular annual water park membership and move to a single annual water park
membership rate as set in fee resolution 2019-22.
Resolution 2019-22 – Committee recommended to full council approval of Resolution 2019-22 – A
Resolution to Set Fees Charged by the City. The resolution sets fees for the Spearfish Recreation
and Aquatics Center to be effective December 4, 2019.
Public Works
Pay Estimate – Committee recommended to full council approval of pay estimate #1 and final
under/over change order for the crack sealing project, an increase of $24,990 bringing the final
project cost to $57,802. Committee also recommended the Mayor to sign the Certificate of Final
Completion and Acceptance with no warranty due to the nature of the work.
GPS Monitoring – Committee recommended to full council acceptance of purchase and license
agreement with Synovia Solutions to provide GPS monitoring and tracking for our fleet of vehicles
at a cost of $1,473 for hardware and a monthly fee of $655, funded in general fund, streets,
professional services.
Public Comment – Public comment section was opened at 4:29 p.m. and closed with no
comments.
There being no further discussion before the committee, the meeting was adjourned at 4:30 p.m.
