City of Spearfish Public Works Committee Minutes June 30, 2020 4:15 p.m. The Public Works Committee met at 4:15 p.m. in the Council Chambers of City Hall on Tuesday, June 30, 2020 with the following members present: Clark, Herrmann and Hodgs. Also present were: City Administrator Harmon, Park and Recreation Superintendent McDonald, City Attorney McDonald, Public Works Director Lee, Planning and Zoning Director Watson, Human Resource Director Mathis, City Engineer Mathis, Public Safety Director Rotert, and Finance Officer DeNeui. Engineering 2020 Scheduled Street Repairs – Committee recommended to full council to follow staff recommendation and reject all bids for the 2020 Scheduled Street Repairs project. The bids were over 20 percent more than estimates so the area will be added to the 2021 Scheduled Street Repairs project and bid later this fall. Easement Agreement – Committee recommended to full council to approve Exit 8 Area Community Path – Phase 1 Easement Agreement between Lawrence County and the City of Spearfish. Parks and Recreation Special Event – Darren Granaas from Matthew’s Opera House and Nathan Hoogshagen from Spearfish Downtown Business Association requested approval of a special event application for a Labor Day Festival. The event would run from Friday, September 4th at 4 p.m. to Sunday, September 6th at noon in the downtown area of Main Street (Grant Street to Illinois Street) and Hudson Street (5th Street to 7th Street). The streets would be closed for the entire duration of the festival and the organizers are requesting in-kind sponsorship of cones, street closures, police presence, and utility services. The event is anticipated to draw about 2,000 spectators. Council Member Herrmann voiced concerns with having the festival during the COVID-19 pandemic and encouraging large gatherings that may result in spreading the virus. Herrmann noted the Dakota 5- 0, scheduled for the same time as this event, has scaled back their plans to mitigate COVID-19 concerns. Herrmann noted he would support the event on different dates. Committee forwarded the request to the full council with no recommendation. Volunteers – Committee recommended to full council, consent agenda to add Todd Klopp and Carol Coburn to the Parks, Rec and Forestry volunteer list. Letter of Intent – Committee recommended to full council to approve and authorize Mayor Boke to sign the letter of intent with the South Dakota Department of Transportation for the Transportation Alternative grant for phase 2 of the Exit 8 path expansion. Hires – Committee recommended to full council, consent agenda, to hire Jeanette Niles, Katie Klinckman, and Veronica Velder as part time (not benefit eligible) customer service assistants, grade 7, step 1, $13.13 per hour, effective July 7, 2020. Public Works Surplus – Committee recommended to full council to surplus a 1,000+ gallon metal tank. The tank will be sold via sealed bids. Purchase – Committee recommended to full council to authorize City staff to purchase $76,000 worth of Ice-slicer snow and ice melt. The company is honoring prior year prices so the mid- summer purchase will be more cost effective for the City. Utility Accounts – Committee recommended to full council to authorize City staff to resume charging penalties and begin performing utility shut offs on delinquent accounts. A phased in plan will be utilized and customers in delinquent status will be given opportunities to make arrangements for payment to avoid disconnections. Study – Committee recommended to full council to authorize City staff to hire HDR to complete a Workforce Housing Project Traffic Impact Study. Estimated cost of the study is $20,325 to be funded by the Workforce Housing Project fund. Public Comment – Public comment section was opened at 4:39 p.m. and closed with no comments received. Additional Discussions – City Administrator Harmon noted the City Hall Roof Repair project has started so construction noise is present during meetings. City Engineer Mathis noted the public information meeting on Jackson Boulevard Phase 2 project has been set for Tuesday, July 14, 2020 at 5:30 -7:30 p.m. via Zoom. The connection information will be posted on the City’s website. No additional discussions were held and the meeting was adjourned at 4:41 p.m.
