City of Spearfish Public Works Committee Minutes December 15, 2020 The Public Works Committee met at 4:15 p.m. via Zoom videoconference system on Tuesday, December 15, 2020 with the following members present: Clark, Herrmann and Hodgs. Absent: None. Also present were: City Administrator Harmon, Public Works Director Lee, Parks and Recreation Director Ehnes, Public Safety Director Rotert, City Attorney McDonald, Finance Officer DeNeui and Project Engineer Kean. Engineering Award Bid – Committee recommended to full council to award the lowest responsive and responsible bid for the 2021 Street Repairs Project to A&L Contractors, LLC at a total amount of $243,227.27. Final Project – Committee recommended to full council to approve the Final Over/Under Change Order #4 for the 2019 Jackson Boulevard Street & Utility Improvements - Phase - 1 a net increase of $61,361.88 (an increase of $170,352.99 and a decrease of $108,991.11) (+1.58%) and revised overall completion date of June 14, 2020. These changes resulted in a total net increase of $184,339.35 (+4.73%) to the contract amount. Committee also recommended to full council to authorize the Mayor to sign the Certificate of Final Completion and Acceptance setting August 1, 2020 as the date the two (2) year warranty begins. Public Works Surplus – Committee recommended to full council to accept the sealed bid for the 2016 Caterpillar Mini Paver AP 255-E submitted by EDI, Inc. d/b/a Johner & Sons for $75,425.00. Final Project – Committee recommended to full council to approve the Final Over/Under Change Order #2 for the WWTP Equalization Basin Project - with a decrease of $3,560.14 (an increase of $0 and a decrease of $3,560.14) (-0.55%). These changes resulted in a total net increase of $25,055.57 (+3.87%) to the contract amount. Committee also recommended to full council to authorize the Mayor to sign the Certificate of Final Completion and Acceptance setting October 8, 2020 as the date the two (2) year warranty begins. Public Comment – Public comment section was opened at 4:24 p.m. and closed with no comments received. No additional discussions were held and the meeting was adjourned at 4:24 p.m.
