City of Spearfish Public Works Committee Minutes May 11, 2021 The Public Works Committee met at 4:30 p.m. in the Council Chambers of City Hall on Tuesday, May 11, 2021 with the following members present: Clark and Hodgs. Absent: Rath. Also present were: City Administrator Harmon, City Attorney McDonald, Finance Officer DeNeui, Public Works Director Kean, Parks and Recreation Director Ehnes, Public Safety Director Rotert, Human Resource Director Mathis and City Engineer Mathis. Public Comment – Public comment section was opened at 4:15 p.m. and closed with no comments. City Attorney Resolution 2021-19 – Committee recommended to full council to approve Resolution 2021-19 – A Resolution of Intent to Enter into a Private Hangar Ground Lease Agreement with Rath Aviation Services. Engineering Funding – Committee recommended to full council to approve funding the difference between the State of South Dakota's estimated project construction amount and the eligible amount of construction contract funding of $400,000 for the Exit 8 Community Shared Use Path-Phase 1 project. Human Resources Hire – Committee recommended to full council, consent agenda, to hire the following seasonal staff, effective 5/18/2021: Recreation & Aquatics Center: Aubrielle Prewitt Lifeguard $10.50 Andrew Ackerman Lifeguard $10.50 Hire – Committee recommended to full council, consent agenda, to hire Patrick Butler to (partial benefit-eligible) facility maintenance tech, grade 10, step 1, $17.39 per hour, effective 5/18/2021. Change – Committee recommended to full council, consent agenda, to change Jedediah Engler, Hannah Snyder, Kathan Martel, and Julia Cannalonga to $12.25 per hour effective 5/16/2021, due to the combination of campground attendant and campground groundskeeper positions. Change – Committee recommended to full council to change Mike Niles, recreation facility maintenance technician, to $16.55 per hour effective 5/2/2021 to follow the Condrey study recommendations. Public Works Award – Committee recommended to full council to award the lowest responsive and responsible bid for the 2021 Crack Seal Project to ASTECH Corp. at a total amount of $167,329.20. No additional discussions were held and the meeting was adjourned at 4:29 p.m.
