City of Spring Hill, Kansas Minutes of City Council Regular Session April 8, 2021 A Regular Session of the City Council was held in the Spring Hill Civic Center, 401 N. Madison, Council Chambers, Spring Hill, Kansas on April 8, 2021. The meeting convened at 7:00p.m. with Mayor Ellis presiding and Glenda Gerrity, City Clerk, recording. Councilmembers in attendance: Chris Leaton Steve Owen Tyler Graves Chad Eckert Staff in attendance: Jim Hendershot, City Administrator Melanie Landis, Asst. City Administrator Cindy Henson, Chief of Police Patrick Burton, Community Development Director Antwone Smoot, IT Operations Associate Consultants in attendance: Frank Jenkins, City Attorney Tyler Ellsworth, Bond Counsel, via telephone Dan Miller, City Engineer INVOCATION The invocation was given by Councilman Leaton. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The City Clerk called the roll of the City Council. With a quorum present, the meeting commenced. COUNCILMEMBER ANDREA HUGHES RESIGNATION Mayor Ellis announced that Councilmember Hughes has resigned her position as her family is moving out of state. The Mayor recognized Mrs. Hughes for her years of service to the residents of Spring Hill and to commend her for the leadership that she demonstrated during that time. She will be missed. APPROVAL OF THE AGENDA The Mayor requested to delete Item 7. Kansas Open Records Act Policy. It was moved by Leaton, seconded by Eckert, to approve the agenda as revised. Motion carried 4-0-0. CITIZEN PARTICIPATION The following individual made public comment: Spring Hill City Council Regular Session Minutes April 8, 2021 Page 1 of 2 • Steve Boswell, 504 N. Jackson, recognized the Police Department for its work and recent call. CONSENT AGENDA It was moved by Leaton, seconded by Eckert, to approve the consent agenda. 1. Approval of Minutes: March 25, 2021 2. Appropriation Order 2021-04-08 3. Shared Leave Policy for City Employees 4. Consider Approval of Construction Contract for 2019 CARS – 199th and Ridgeview Round-a- bout with Linaweaver Construction, Inc. Motion carried 4-0-0. FORMAL COUNCIL ACTION 5. Consider Approval of Reimbursement Agreement: Dayton Creek Special Benefit District Phase 5, Seventh Plat (PV Investments, LLC) The Mayor called the question, consider a motion to approve the reimbursement agreement Dayton Creek Special Benefit District Phase 5, Seventh Plat, with PV Investments. Item dies 6. Consider Approval of Engineering Agreement (Lamp Rynearson, Inc.) for 2019 CARS – 199th and Ridgeview Round-a-bout It was moved by Leaton, seconded by Eckert, to approve the Engineering Agreement from Lamp Rynearson, Inc. in the amount of $63,624.00 for the 2019 CARS project. Motion carries 4-0-0. DISCUSSION 7. Kansas Open Records Act Policy This item was deleted ADJOURN It was moved by Leaton, seconded by Owen, to adjourn. Motion carried 4-0-0.
