City of Spring Hill, Kansas Minutes of City Council Regular Session October 24, 2024 A Regular Session of the City Council was held in the Spring Hill Civic Center, 401 N. Madison, Council Chambers, Spring Hill, Kansas on October 24, 2024. The meeting convened at 7:00p.m. with Mayor Joe Berkey presiding and Ashley Wood, Deputy City Clerk, recording. Councilmembers in attendance: Chip VanHouden Kristin Feeback Brian Peel Chad Young Mike Grant Members absent: None Staff in attendance: Lane Massey, City Administrator Rhonda Dunn, Finance Director Jacob Speer, Public Works Director Monakisha Jones, Human Resources Director Alysen Abel, City Engineer Consultants in attendance: Spencer Low, City Attorney Tyler Ellsworth, Bond Counsel INVOCATION The invocation was given by Pastor Jay Sloan, Believe Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The Deputy City Clerk called the roll of the City Council. With a quorum present, the meeting commenced. APPROVAL OF THE AGENDA The Mayor requested to move Discussion Item No. 10 Miami County Sales Tax to be placed on the agenda before Citizen Participation. Motion by Young, seconded by VanHouden, to approve the amended agenda. Motion carried 5-0-0. DISCUSSION ITEM NO. 10 Miami County Commissioner Tyler Vaughan presented information relating to the Miami County Quarter Sales Tax to the Governing Body . Approval of Minutes: October 10, 2024, Regular Meeting 2. Consider Approval of Appropriation Order No. 2024-10-24 3. Consider Approval of Cereal Malt Beverage License: Family Dollar, LLC d/b/a Family Dollar #33439 4. Consider Approval of Final Payment for 2024 Street Maintenance Project, Tandem Paving 5. Consider Approval of Funding Agreement with Ashlar Homes, LLC Motion by Young, seconded by Feeback, to approve the consent agenda as presented. Motion carried 5-0-0. FORMAL COUNCIL ACTION 6. Consider Approval of Ordinance No. 2024-15: Rezoning Application (Z-24-7) from RP-1 to R-2, 216th Street and Lone Elm Road, Doug Ubben, Jr., Phelps Engineering Motion by Young, seconded by Peel, to approve Ordinance No. 2024-15, rezoning application (Z-24- 7) from RP-1 to R-2, 216th Street and Lone Elm Road. Motion carried 6-0-0. Young-yes, Grant-yes, VanHouden-yes, Feeback-yes, Peel-yes, Berkey-yes. 7. Consider Approval of Charter Ordinance No. 41: A Charter Ordinance Relating to Vacancies in the Offices of Mayor and Council Members Motion by Young, seconded by VanHouden, to approve Charter Ordinance No. 41, a Charter Ordinance related to vacancies in the offices of Mayor and Council Members. Motion carried 6-0-0. VanHouden-yes, Feeback-yes, Peel-yes, Young-yes, Grant-yes, Berkey-yes. 8. Consider Approval of Donation of Four (4) Parcels to Spring Hill Recreation Commission Mr. Peel left Council Chambers. Motion by Young, seconded by VanHouden, to approve the Donation of Four (4) Parcels to Spring Hill Recreation Commission as listed in the agenda review sheet. Motion carried 4-0-1. DISCUSSION 9. Development Fees Ms. Abel discussed the City establishing Public Improvement Fees for engineering plan review and construction inspections. 10.
