City of Spring Hill, Kansas Minutes of City Council Special Session December 30, 2024 A Special Session of the City Council was held in the Spring Hill Civic Center, 401 N. Madison, Council Chambers, Spring Hill, Kansas on December 30, 2024. The meeting convened at 12:00p.m. with Mayor Berkey presiding and Glenda Gerrity, City Clerk, recording. Councilmembers in attendance: Chad Young Brian Peel Chip VanHouden Kristin Feeback Mike Grant Staff in attendance: Lane Massey, City Administrator Rhonda Dunn, Finance Director Captain Khan, Police Department Monakisha Jones, Human Resources Director Alysen Abel, City Engineer Consultants in attendance: Spencer Low, City Attorney, via telephone INVOCATION The invocation was given by Councilmember Feeback. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The City Clerk called the roll of the City Council. With a quorum present, the meeting commenced. APPROVAL OF AGENDA The mayor requested to remove Discussion Item No. 6. Motion by Young, seconded by VanHouden, to approve the agenda as amended. Motion carried 5-0-0. CONSENT AGENDA 1. Consider Approval of Appropriation Order No. 2024-12-30 2. Approval of Minutes: December 12, 2024, Regular Meeting Motion by Young, seconded by VanHouden, to approve the consent agenda. Motion carried 5-0-0. Spring Hill City Council Special Session Minutes December 30, 2024 Page 1 of 2 FORMAL COUNCIL ACTION 3. Consider Approval of 2024 Encumbrances Motion by Young, seconded by Feeback, to approve the encumbrances totaling $55,845 for police equipment and emergency radios. Motion carried 5-0-0. 4. Consider Approval of Resolution No. 2024-R-22: Designating Financial Depositories of the City of Spring Hill, Kansas Motion by Young, seconded by Grant, to approve Resolution 2024-R-22 designating financial depositories of the City of Spring Hill and directing and authorizing Mayor or authorized City Officers to execute related documents. Motion carried 5-0-0. 5. Consider Approval of Ordinance No. 2024-20: Spring Hill Municipal Code 1-402. Qualifications Motion by Young, seconded by Peel, to approve Ordinance 2024-20, an ordinance amending Article 4, Chapter 1 of the Spring Hill Municipal Code relating to the residency requirements for the Chief of Police. Option one requires residency of the Chief of Police within a reasonable period of time, setting 12 months as the minimum period. However, this option allows the Mayor and City Administrator to jointly consider a request of a Chief not to live within the City upon good cause shown by the Chief of Police, known as the exception option. Discussion: The City Attorney confirmed that this option states that if an exception is allowed, they must still reside within a thirty (30) minute drive of their department headquarters. Motion carried by roll call of the Governing Body 6-0-0. Peel-yes, VanHouden-yes, Young-yes, Feeback-yes, Grant-yes, Berkey-yes. DISCUSSION 6. Preliminary Year End Transfer Estimates and Cash Balances This item was deleted. ADJOURN Motion by Young, seconded by VanHouden, to adjourn. Motion carried 5-0-0.
