City of Spring Hill, Kansas Minutes of City Council Regular Session April 24, 2025 Mayor Berkey called to order the Regular Session of the City Council at 7:00p.m. on April 24, 2025, in the Spring Hill Civic Center, 401 N. Madison, Council Chambers, Spring Hill, Kansas. The meeting convened with Glenda Gerrity, City Clerk, recording. Councilmembers in attendance: Chad Young, Council President Brian Peel Phillip Thron Kristin Feeback Mike Grant Staff in attendance: Lane Massey, City Administrator Interim Chief Khan, Police Department Jacob Speer, Public Works Director Rhonda Dunn, Finance Director Alysen Abel, City Engineer Patrick Burton, Community Development Director Monakisha Jones, Human Resources Director Consultants in attendance: Spencer Low, City Attorney INVOCATION The invocation was given by Paster Zach Terrell, Become Church. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited. ROLL CALL The City Clerk called the roll of the City Council. With a quorum present, the meeting commenced. Consider Approval of Resolution No. 2025-R-10: A Resolution authorizing the public sale of certain General Obligation Bonds and Temporary Notes of the City of Spring Hill, Kansas Motion by Young, seconded by Feeback, to adopt Resolution No. 2025-R-10, a Resolution authorizing the public sale of certain general obligation bonds and temporary notes of the City of Spring Hill, Kansas. Motion carried 5-0-0. 8. Consider Approval of Ordinance No. 2025-05: Amending Chapter II, Article 8 of the Spring Hill Municipal Code, relating to keeping of chickens within the City Limits, and amending certain provisions regarding the same as set forth in Chapter II, Article 8 of the Spring Hill Municipal Code Motion by Young, seconded by Thron, to adopt Ordinance 2025-05 amending Chapter II, Article 8 of the Spring Hill Municipal Code, relating to keeping of chickens within the City Limits, and amending certain provisions regarding the same as set forth in Chapter II, Article 8 of the Spring Hill Municipal Code. Consider Approval of Grant Application for Traffic Engineering Assistance Program (TEAP) for 199th Street and Webster Traffic Study Motion by Young, seconded by Feeback, to approve staff submitting an application to KDOT and authorizing the mayor to sign a project agreement for the Traffic Engineering Assistance Program, as outlined by staff. Motion carried 5-0-0. 10. Consider Approval of Grant Application for Access Management Construction Project Program for 191st & Hwy 169 Traffic Signal Motion by Young, seconded by Thron, to approve staff submitting the funding application to KDOT, authorizing the mayor to sign a funding agreement for the Access Management Construction Project program funds, and commit funding required for the local match, as outlined by staff. Motion carried 5-0-0. 11. Consider Approval of Two (2) Real Estate Purchase Agreements for Wastewater Treatment Plant (WWTP) Motion by Young, seconded by Grant, to authorize the Mayor to enter two real estate contracts covering the three parcels identified therein, at a price of $10,500 per acre, total acreage to be determined by a survey. Motion carried 5-0-0. 12. Consider Approval of a Leaseback Agreement for One (1) the parcels acquired for construction of a new Wastewater Treatment Plant (WWTP) Motion by Young, seconded by Feeback, to authorize the Mayor to enter into a leaseback agreement with D. Stiles Farms, Inc. Motion carried 5-0-0. 13. Consider Approval of Special Event Permit: First Fridays, Spring Hill Recreation Commission Councilmember Peel recused himself from this item and left the council chambers. Motion by Young, seconded by Thron, to approve the Special Event Permit for Spring Hill Recreation Commission’s “First Fridays” on Main Street (E. Nichols St. to E. Hale St.) on May 2, 2025 from 5:30 p.m. to 8:30 p.m. and to approve the Special Event Permit for June 6, 2025; August 1, 2025; and September 5, 2025 from 5:30 p.m. to 8:30 p.m., contingent upon any necessary amendments as determined by City staff following the May 2nd event. Safe Streets and Roads for All (SS4A) The City Engineer, Alysen Abel, provided an update and timeline on the SS4A Comprehensive Safety Action Plan. Mr. Taylor McHenry, HDR Engineering, presented a map that highlighted intersections for safety improvements. Some of the improvements include roundabouts, signalization, left or right turn only, and include sidewalks for pedestrian connectivity. The next step is to present the Plan to the Advisory Group, Planning Commission and then bring it back for City Council approval. Once approved, they will proceed with developing grant applications to help fund these projects. ANNOUNCEMENTS AND REPORTS Announcements and reports were given by the Governing Body and staff. EXECUTIVE SESSION NO. 1 Motion by Young, seconded by Peel, that the City Council recess into executive session for ten (10) minutes to receive advice of counsel regarding economic development pursuant to K.S.A. 75-4319(b)(2) of the Kansas Open Meetings Act. The open meeting will resume in the City Council Chambers at 8:20P.M. No formal action is anticipated following the session. Persons to be in attendance are the following: Lane Massey, City Administrator and Spencer Low, City Attorney. Motion carried 5-0-0. The meeting recessed at 8:10P.M. With everyone present, the Mayor stated to let the record reflect that the Governing Body reconvened into the open meeting at 8:20P.M., with everyone present. No votes were taken, or decisions made during the executive session. The discussion was limited to the subjects stated. EXECUTIVE SESSION NO. 2 Motion by Young, seconded by Peel, that the City Council recess into executive session for twenty (20) minutes to discuss matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(1) of the Kansas Open Meetings Act. The open meeting will resume in the City Council Chambers at 8:42P.M. No formal action is anticipated following the session. Persons to be in attendance are Spencer Low, City Attorney. Motion carried 5-0-0. The meeting recessed at 8:22P.M. With everyone present, the Mayor stated to let the record reflect that the Governing Body reconvened into the open meeting at 8:42P.M., with everyone present.
