Minutes of City Council Regular Session
October 23, 2025
A Regular Session of the City Council was held in the Spring Hill Civic Center, 401 N. Madison, Council
Chambers, Spring Hill, Kansas on October 23, 2025. The meeting was convened at 7:00p.m. with Mayor
Joe Berkey presiding and Ashley Wood, Deputy City Clerk, recording.

ROLL CALL
The Deputy City Clerk called the roll of the City Council. With a quorum present, the meeting commenced.
APPROVAL OF THE AGENDA
The Mayor requested to add Consent Item No. 6a: Consider Support of the Funding Recommendations
from the United Community Services of Johnson County for the Human Services Fund for 2026.
Motion by Thron, seconded by Grant, to approve the amended agenda.
Motion carried 4-0-0.

Motion by Peel, seconded by Thron, to approve the consent agenda as presented.

FORMAL COUNCIL ACTION
7. Consider Acceptance of Bid and Approval of Contract with Superior Bowen Asphalt Company, LLC,
W 199th St - Ridgeview Rd to Renner Rd.
Motion by Peel, seconded by Feeback, to accept the bid from Superior Bowen Asphalt Company, LLC
for the 199th Street (Ridgeview to Renner) Improvements in the amount of $4,996,956.50 and
authorize the Mayor and staff to execute the construction contract pending legal review.
Motion passed 4-0-0.
8. Consider Acceptance of Bid and Approval of Contract with Crossland Heavy Contractors, Inc. for the
Phase 1 Design Build Introductory Services for the New Wastewater Treatment Facility.
Motion by Peel, seconded by Grant, to approve a Professional Services Agreement with Crossland
Heavy Contractors, Inc. to provide Phase 1 design for the Wastewater Treatment Facility in the
amount of $1,800.000.
Motion carried 4-0-0.
9. Consider Approval of Ordinance No. 2025-18: An Ordinance of the City of Spring Hill, Kansas,
Authorizing Conditional Use Permit CU-25-1 (Elementary School) Located at 300 S. Webster Street,
Johnson County, Kansas.
Motion by Peel, seconded by Thron, to approve Ordinance No. 2025-18, authorizing Conditional Use
Permit CU-25-1 and the Site Plan for Spring Hill Elementary School (SHES) to allow a building addition,
subject to the conditions listed in the staff report.
Motion carried 4-0-0 by roll call vote of the City Council. Feeback – yea, Peel – yea, Grant – yea,
Thron – yea.
10. Consider Approval of Ordinance No. 2025-19: An Ordinance Amending Section 17.302 and Section
17.330 of the Spring Hill Unified Zoning Ordinance and Subdivision Regulations, Third Edition.

Motion by Peel, seconded by Feeback, to adopt Ordinance No. 2025-19, amending Chapter 17 of the
Spring Hill Municipal Code relating to Section 17.302 Definitions and Section 17.330 M-1 General
Industrial District of the Spring Hill Municipal Code, Third Edition.
Motion carried 5-0-0 by roll call vote of the Governing Body. Peel – yea, Grant – yea, Thron – yea,
Feeback – yea, Berkey – yea.
11. Consider Approval of Renewal Agreement for Employment Agreement for City Administrator Lane
Massey.
Motion by Peel, seconded by Thron, to authorize the Mayor to approve the 2025 Employment
Agreement for Lane Massey as City Administrator.
Motion carried 4-0-0.
12. Consider Approval of Health Insurance Renewal.
Motion by Peel, seconded by Grant, to approve transitioning to a January – December 2026 plan year
with Blue KC comparable plan design, Delta Dental and VSP and remain paying 100% of the premium
costs.
Motion carried 4-0-0.
ANNOUNCEMENTS AND REPORTS
EXECUTIVE SESSION
Motion by Peel, seconded by Thron, to recess into executive session for fifteen (15) minutes to receive
advice of counsel regarding economic development pursuant to K.S.A. 75-4319(b)(2) of the Kansas Open
Meetings Act. The open meeting will resume in the City Council Chambers at 8:05p.m. No formal action is
anticipated following the session. Persons to be in attendance are the following: Lane Massey, City
Administrator; Rhonda Dunn, Finance Director; Rick McConnell, Bond Counsel; Emma Kate Dillon, Bond
Counsel and Spencer Low, City Attorney.
Motion carried 4-0-0.

Motion to adjourn was made by Thron and seconded by Peel.
