THE FOLLOWING MINUTES ARE SUBJECT TO MODIFICATION AND ARE NOT OFFICIAL MINUTES UNTIL APPROVED BY THE SPRING HILL GREEN BOARD Spring Hill Green Board Regular Meeting Minutes March 16, 2015 CALL TO ORDER Doug D’Albini called the meeting to order at 7:03 pm ROLL CALL Present: Laila Reis Doug D’Albini Mark Squire Absent: Stephen Bayer Staff Present: Beau Ford, Parks Superintendent Dora Davison, Green Board Secretary Meeting Attendees: Jason Goin, Director of Spring Hill Recreation Commission and Tyson Schwieger APPROVAL OF AGENDA Motion by Laila Reis , seconded by Mark Squire to approve the agenda. Motion carried. FORMAL BOARD ITEMS 1. Approval of Minutes: January 26, 2015 Motion by Mark Squire , seconded by Laila Reis to approve the Minutes. Motion carried. 2. Tyson Schwieger discussed the need for the City to install a full size basketball court. a. Possible locations for basketball court: Village Park Area, Blackhawk Park, Friendship Park, or near the baseball fields. b. Cost estimate for full sized basketball courts is $52,000 before lighting or other features such as benches and trashcans. c. Parking will need to be established if Village Park is recommended. 3. Melvin Murray Park – a. Several residents showed concern for the overall impact a park would have in that area and over parking for the park. i. Suggestions from residents for Melvin Murray Park 1. Walking trails 2. Natural looking playscape 3. Outdoor activity boards 4. Family fishing facilities ii. Park theme: Melvin Murray Park was dedicated with the intent of it having a fire station/truck theme. 1. The Melvin Murray Family will need to approve a change in theme. iii. Parking concerns: Placement and size b. There were also concerns about the ponds and what will be done with them. i. In the budget for 2015, $15,000 has been earmarked for engineering services to assess the pond and designated park area. 1. The Green Board will make the recommendation to begin the engineering assessment. There are no current plans to drain the upper pond or fill it in. iii. The Parks Department is currently addressing the ponds over growth with chemicals such as alum. iv. Fountains were discussed as an option to aerate the pond. 1. Fountains have not been very successful at the Blackhawk Pond. 2. The upper pond is not deep enough to support fountains. c. The Parks Department is currently looking into grants that may be available to assist with the cost of improvements to the area. d. Any additional feedback may be given to the Green Board or Parks Superintendent Beau Ford. i. The Green Board is an Advisory Board to the City Council that makes recommendations as an advisory board the Green Board is unable to make final decisions. 4. 2015 Arbor Day Celebration – Daffodil Days will be held Saturday April 25th, 2015 at the Civic Center. The Green Board will be planting of 6 Giving Grove Trees and assisting with the Color Me Flower Pots. Green Board Group picture will be taken during the Proclamation presentation. 5. Future SHRC events for board consideration a. June 6, 2015 – Fishing Derby 9am – Noon i. Organize and staff a casting contest b. July 2, 2015 – Touch a Truck i. Organize and staff a recycling day and/or document shredding service 6. Parks Department Update – a. Old Pool will be used temporarily to store water as an emergency water source during the Tower Painting Project which will begin in Early April. The Project is expected to last approximately 3 months. i. Beginning stages of creating a list of ideas and researching long term options for the old pool property. b. The Parks Department is working on clearing dead trees from park areas, specifically around the north end of the lower pond in Woodland Ridge. OTHER BUSINESS ADJOURN Motion by Mark Squire , seconded by Doug D’Albini to adjourn. Motion carried.
