THE FOLLOWING MINUTES ARE SUBJECT TO MODIFICATION AND ARE NOT OFFICIAL MINUTES UNTIL APPROVED BY THE SPRING HILL PARKS ADVISORY BOARD Spring Hill Parks Advisory Board Special Meeting Minutes December 13, 2016 CALL TO ORDER Doug D’Albini called the meeting to order at 7:03 pm ROLL CALL Present: Doug D’Albini Mark Squire Laila Reis George Eshnaur Darrell Beck Absent: Staff Present: Jim Hendershot, Community Development Director & Interim Public Works Director Dora Davison, Parks Advisory Board Secretary Meeting Attendees: Rick Miller and Kelli Ludlum, Johnson County Extension Office APPROVAL OF AGENDA Motion by Laila Reis, seconded by Mark Squire to approve the agenda. Motion carried 5‐0‐0. FORMAL BOARD ITEMS 1. Approval of Minutes: November 21, 2016 Motion by Mark Squire, seconded by George Eshnaur to approve the Minutes. Motion carried 5‐0‐0. 2. Rick Miller and Kelli Ludlum, with the Johnson County Extension Office, facilitated a discussion pertaining to the best practice of supplying and gathering information from the public that would aid the Board in making recommendations to the governing body. a. The use of visual aids were determined to be the most helpful way to show current trail systems, proposed trail plans as well as any obstacles for future expansion. City Staff will supply current map showing existing trails and the estimated cost of trail expansion at the next meeting. b. It was suggested to utilize surrounding entities that have working knowledge of trail systems for a focus group meeting in February. Mid‐America Regional Council, Johnson County Park & Recreation, Miami County Park & Recreation, City of Olathe, City of Overland Park, City of Lawrence and Spring Hill Recreation Commission will be invited to attend the focus group meeting February 20, 2017. c. The board developed a tentative schedule as follows: i. January – general discussion of existing trails and possible expansion areas. ii. February – focus group discussion with appropriate resources. March – Finalize key information desired from public forums. iv. April & May – Hold public forums. v. June – Compile information gathered and submit recommendation to the governing body. 3. Due to the observance of Martin Luther King Jr Day on January 16th Laila Reis made a motion to cancel the January 16, 2017 meeting and hold a special meeting January 23, 2017. Mark Squire seconded the motion. Motion carried 5‐0‐0 STAFF REPORTS None ANNOUNCEMENTS & REPORTS Mark Squire and current board members would like to welcome Darrell Beck and George Eshnaur to the board. ADJOURN Motion by Mark Squire, seconded by Laila Reis to adjourn. Motion carried 5‐0‐0. Motion carried 4‐0‐0. FORMAL BOARD ITEMS 1. Approval of Minutes: October 17, 2016 Motion by Mark Squire, seconded by Laila Reis to approve the Minutes. Motion carried 4‐0‐0. 2. Mayor Ellis discussed an initiative that could possibly include trails, quiet zones, sidewalks, and basketball or sport courts for the Parks Advisory Board to consider. All items were popular topics at recent walk and talk events. The Parks Advisory Board would play an instrumental role in determining the highest desired and best use of resources as deemed by the residents we serve. The Community Satisfaction Survey and public forums, held with a facilitator, will provide guidance for the Parks Advisory Board recommendations to the governing body. 3. Mr. Hendershot and Mr. Roberts were introduced as the current staff contacts. 4. Vice‐Chair Doug D’Albini opened the floor for nominations for a Chairman. Laila Reis nominated Doug D’Albini, Mark Squire seconded the nomination. Motion carried 4‐0‐ 0 Chairman D’Albini nominated Laila Reis as Vice‐Chair, Mark Squire seconded the nomination. Hometown Holidays 2016 – December 3, 2016 5 pm ‐ 8 pm City Staff will provide all necessary items for the Board to prepare and serve beverages. 6. Mr. Hendershot provided an overview of the Parks Advisory Board (Green Board). There was discussion regarding the name of the Board. Mr. Squire voiced concern that the current ordinance name of the Parks Advisory Board may limit the Boards green practices impact. Mr. Squire sited the positive role the Board as made in areas of green practices such as bringing glass recycling back to the community. Mr. Roberts suggested that the Board continue the discussion at a future meeting and submit possible amendments to the ordinance to the City Council. The Forestry Program was briefly reviewed and will be discussed in the future as well. 7. Update on City Park Status – a. Veteran’s Lane is 3 weeks from expected completion. b. Playground equipment has been purchased for City Park and Veteran’s Park to utilize a grant that was available. c. Initiative of Mayor Ellis was discussed in detail at the beginning of the meeting. 8. Mr. Hendershot gave an update of 6 currently active subdivisions and 3 additional subdivisions possible in 2017. Blackhawk Apartments have begun phase 1 of their construction. 9. Growth Award – The members will review possible tasks to achieve a growth award in 2017. 10. Tree City USA – City staff is working to complete the application for 2016. 11. The December 19th meeting will be cancelled and a special meeting will be called in December date to be determined.
