11/23/2020 SPRINGFIELD - ROBERTSON COUNTY JOINT AIRPORT BOARD Regular Meeting Minutes - Tuesday, November 10, 2020 - 8 am Springfield - Robertson County Airport, Springfield TN Board Members present: Jerry Converse, Edison Guthrie, Kirk Johnson, Paul Nutting, Henry Ruth, Chris Simpkins Board Member absent: Lewis Walling Ex-Officio Members present: Gina Holt, Billy Vogle, Jordan Osborne Airport Manager: Jamie Jones Chairman Henry Ruth opened the meeting at 8:02 am. It was limited to board members, approved guests, and the airport manager due to COVID-19 concerns. The meeting was live streamed through the website for others. Henry asked Chris Simpkins to begin the meeting with prayer. Former airport board Neil Petersen was not present at today’s meeting, so his board service will be recognized at a later time. Henry asked Jamie to address an item from his manager’s report. AMF Aviation had given a damaged airplane to the city and county to use for emergency training two years ago. It was used three weekends to learn the systems of an airplane. Springfield Fire Chief Jeff Glodoski was present at the meeting and verified the training was completed. The plane will be given back to AMF, and they will remove it from their lot. The minutes from the October 14, 2020 board meeting had been sent to board members for review. Edison Guthrie said there were two corrections made. Jerry Converse made a motion to accept the minutes with those corrections. Edison seconded the motion, and it passed unanimously by a voice vote. Edison reported on the finance committee meeting that was held prior to this meeting. The airport operating account has $118,121.75 as of October 31, 2020. Jamie Jones said there is $45,000 coming from state and federal grants that will reimburse the airport for recent projects. He also distributed the airport’s information from AirNav.com and discussed the current hangar and tenant statistics. Henry would like to have a reception for county commissioners, city aldermen, the economic development committee, and city and county department directors at the terminal. The date was set for Thursday, December 3 from 3 to 5 pm. Jordan Osborne and the Chamber of Commerce will help with the planning. Henry said that the term that county board member Jerry Converse was filling ends on December 31, 2020. Chris Simpkins made a motion to recommend to the county that Jerry be reappointed to the board for a full five-year term, ending December 31, 2025. Edison seconded the motion, and it passed unanimously by a voice vote. Jamie introduced Rick Hudgens of PDC Consultants to update the status of projects at the airport. There are two sources of grant money for airports: state and federal. Money from the state of Tennessee comes from the 4.5% tax on aviation fuel. There are three sources of federal money: apportionment, non- Page 1 of 2 11/23/2020 primary entitlement, and discretionary funds. Rick, Jamie, and TDOT’s Bill Burney met recently to discuss Airport Capital Improvement Plan projects for the airport. Rick said there are no safety violations at the airport, but there are infrastructure improvements needed. The bullhorn taxiways will be removed, the north taxiway will be extended across the bullhorn taxiway, the apron area will be repaired, and a connector taxiway may be installed. The airport must pay 5% of the construction costs; state and federal grants pay the remainder. There is $232,000 of state funds available for infrastructure repairs after July 1, 2021, but they must be planned. Jamie explained the proposed south runway extension was not feasible and should be removed from the ACIP project list. A new fuel farm is proposed at the north end of the runway. He discussed the possibility of two new hangars. The group discussed the placement, construction, timing, and means of payment for the projects. The next airport board meeting date is Wednesday, December 9, 2020 at 8 am in the airport terminal. Henry adjourned the meeting at 9:07 am.
